A. Activities and Tasks
Within the above framework, below is an indicative list of tasks that will have to be performed as part of this consultancy:
Work from remote:
Desk review of documents on the social economic and political situation in Cote D’Ivoire, the country’s policy and programmatic environment, the UNICEF programme interventions and other relevant documents. Upon signature of the consultancy contract UNICEF will provide the consultancy team with the basic bibliography listed in ANNEX II. The basic bibliography provided is by no means exhaustive and the consultancy team will be responsible for independently expanding it.
At this stage the consultancy team will be able to conduct telephone interviews and teleconference with the members of the steering committee and other UNICEF and non-UNICEF staff to collect initial views and inputs.
Produce a concise inception report describing in greater details the assessment methodology and the workplan. The inception report will be discussed and agreed upon with UNICEF. It will also allow UNICEF to support preparation of the consultants’ mission in Cote d’Ivoire, including the in-country field visits and the meetings with local stakeholders. First mission to Cote D’Ivoire:
Conduct consultations with stakeholders in Abidjan and in the field. During the second mission to Cote D’Ivoire the consultancy team will also complete the collection of relevant documentation.
Conduct in-country field visits and data collection in the different geographic areas (the units of analysis units of the assessment).
Upon return in Abidjan, the consultancy team will conduct a number sectoral discussions with the identified UNICEF sector focal points to share the initial findings of the sectoral analysis and identify possible option to strengthen the UNICEF sectoral interventions and on the analysis of the situation on the ground.
Work from remote:
Elaborate Draft I of the Consultancy Report.
Share Draft I of the report with the steering committee and amend it based on the inputs provided by the steering committee.
Develop materials for the final workshop that will be held during the mission to Cote D’Ivoire.
- Elaborate Draft II of the Consultancy Report.
Second mission to Cote D’Ivoire:
Facilitate final consultancy workshop with key government and partners stakeholders. The objective of the workshop is to share and discuss with UNICEF and partners the main findings of the consultancy and obtain additional inputs for the finalisation of the consultancy report. Work from remote.
Finalise the Consultancy Reports: Final Complete Report and a 4-5 page Summary Report.
B. Qualifications of consultant
In consideration of the broad spectrum of analytical work and activities to be carried out as part of this consultancy, it is envisaged that the consultancy team will be comprised of a team leader and a number of team members with sectoral expertise. In its proposal the consultancy team will describe the team and demonstrate that its members possess the broad set of knowledge and experience required to achieve the objectives of this consultancy. The team leader should be a master graduate in social sciences or related fields, with at least 10 years experience in the areas of poverty and vulnerability analysis and research. The team should demonstrate that it meets the following requirements: • Possess broad experience in conducting poverty and/or vulnerability analysis in developing countries - especially in sub-Saharan countries • It is composed by a number of professionals with knowledge and proven analytical capacity in the main areas of UNICEF intervention • Has proven ability to effectively engage in dialogue with community members and with government institutions • Possess the capacity to gain in-depth understanding of the country’s social and economic situation as well of the poverty (income and non-income) dynamics and trends • Fluency in spoken and written French, knowledge of English language is an asset.
C. Submission of consultancy proposals
Interested consultancy firms or individual consultant can submit a consultancy proposal including a methodological note, a description of the consultancy team and a financial proposal. The financial proposal should include cost of travel of consultant to Cote d’Ivoire, cost to obtain entry visa in Cote d’Ivoire, DSA, health insurance for international consultants, and sent to kdiarra@unicef.org with copy to jkonan@unicef.org
