Site Administrator, Tanzania Country Program (4524)

Program for Appropriate Technology in Health (PATH) is an international, nonprofit organization that creates sustainable, culturally relevant solutions, enabling communities worldwide to break longstanding cycles of poor health. PATH's mission is to improve the health of people around the world by advancing technologies, strengthening systems, and encouraging health behaviors.

PATH is seeking for a Site Administrator to manage administrative and financial activities for its Country Program in Tanzania. The Site Administrator will work closely with the Project Administrators at PATH's office in Washington DC and Seattle to establish office systems and ensure that PATH policies and procedures are followed by the Tanzania country office.

Responsibilities include:


  • Developing, implementing and maintaining office systems in accordance with PATH policies and procedures, donor requirements, and government requirements for:

    • Travel management
    • Finance, including banking, petty cash and reporting
    • Payroll and related taxes
    • Employee time tracking
    • Employee benefits
    • Government-required reporting
    • Paper and electronic files
    • Facilities management
    • Vehicle management
    • Equipment management
    • Contract management
    • General office management


  • Maintaining bank accounts for country operations, act as primary liaison with banks, reconcile bank accounts, and petty cash monthly.
  • Ensuring that all financial transactions are properly authorized and documented and recorded accurately in the financial system (QuickBooks).
  • Preparing monthly financial reports for submission to the International Accounting Team in Seattle.
  • Submitting quarterly requests for operating funds to the International Accounting Team in Seattle and manage bank balances to ensure adequate funds are available.
  • Liaising with local accounting/legal firm(s) regarding office registration and tax exempt status; tracking annual registration renewals and tax requirements; maintaining office registration and required employment documentation.
  • Liaising with landlords and service providers for electric, telephone, internet, water, security, cleaning and other services, and ensuring proper maintenance of all facilities.
  • Identifying vendors and consultants and manage their agreements in accordance with PATH policies.
  • Managing administrative support needs of the office, such as organizing meetings, purchasing equipment, etc.
  • Developing annual country program overhead and facilities budgets in collaboration with Country Leader and Headquarters.
  • Managing expenditures against the overhead and facilities budgets. Inform Country Leader monthly of all current or anticipated budget variances.
  • Ensuring domestic and international travel arrangements for staff and visitors are supported adequately and travel expense reports are processed accurately on a timely basis.
  • Managing employment activities including recruiting, new employee orientation, disciplinary matters, payroll, and local employee benefit plans, in collaboration with Human Resources.
  • Ensuring compliance with all relevant local laws and regulations including those regarding labor, taxes, and registration.
  • Supervising and serving as Performance Leader for office staff including Program Administrators, receptionist, cleaner, gardener, and drivers.
  • Ensuring compliance with all financial and taxation laws, such as income tax, withholding tax, social security, monthly and quarterly returns.
  • Monitoring all PATH resources and equipment such as office space, equipment and personnel, and ensure that all resources are in good order and adequate for smooth running of the country program.
Required Skills
  • Proven bookkeeping skills, including experience managing bank accounts.
  • Demonstrated effectiveness meeting reporting requirements and deadlines.
  • Demonstrated success recognizing, addressing, and resolving problems independently.
  • Proven interpersonal skills and effectiveness working in a team.
  • Excellent oral and written communication skills in English.
  • Proficiency with email, Microsoft Word, and Excel and working knowledge of accounting software.
  • Proven success in attention to detail and managing multiple tasks with competing priorities.
  • Supervisory experience and proven effectiveness working in an NGO environment desired. Working knowledge of US Government (USAID) and other international donor contracting
  • Proven financial management and budgeting skills.
  • Demonstrated administrative and/or project management skills.
  • Excellent organizational and documentation practices.
  • Required Experience

    Master's degree in Business Administration,Accounting, or Fnance plus a minimum of 7 years of experience in human resources, administrative and financial management and a minimum of three years of supervisory, grants, and contract experience in an international organization; or an equivalent combination of education and experience.
