Tropical Health and Education Trust (THET) is a global health organisation that has been working to strengthen Health Systems and Human Resources for Health (HRH) for over 25 years, developing partnerships in health care and training and enabling people in low- and middle-income countries to access essential healthcare. THET takes an integrated approach, working with individual health workers and managers, health training institutions and with government and regulatory bodies. THET runs large health workforce capacity development programmes in Zambia and Somalilandand, under the Health Partnership Scheme, provides training, advice and grant support to more than 200 UK and overseas hospitals, universities and professional associations working in partnership across 29 countries in Africa, Asia and the Middle East.
THET Tanzania
Through the Health Partnership Scheme THET has been supporting health capacity development activities in Tanzania for a number of years. Following recent confirmation of a new funding award from Comic Relief, THET is now planning to establish an in-country presence to deliver a new project (see annex) in partnership with the Benjamin Mkapa Foundation to support the Ministry of Health and Social Welfare to roll-out of a new Community Health Worker cadre in Tanzania. In order to set up and manage this project in country, we now need a THET Country Manager to undertake the following activities.
Key Responsibilities
Establish THET’s legal presence in the country
- Ensure that THET has the correct legal status in order to work as an International NGO in Tanzania – Ensuring legal compliance in all areas (NGO, tax, employment (if necessary), health and safety, insurance and internal requirements, including proper registration of the organisation and any staff with government agencies as required.
- Working with THET London colleagues, ensure that THET’s policies and procedures in relation to Financial Management, procurement and programme management are set up and applied.
Lead the set up and delivery of THET’s programme in-country.
- Design and deliver the work plan for the project.
- In conjunction with colleagues from THET London and national partners, capture key evidence to support the effective monitoring and evaluation of the project.
- Produce regular financial and narrative reports in line with agreed reporting framework
- Ensure accountability to THET donors, partners, and other stakeholders
Represent THET to national stakeholders
- Build effective relations with national authorities, partners and other stakeholders.
- Facilitate high standards of coordination and communication of THET’s profile, activities and programmes, internally and externally
- Ensure the opportunities at high level meetings and conferences are maximised exploiting opportunities as speakers/contributors and for networking opportunities Provide regular, consistent updates on political, social and economic context to enable THET programmes to function as effectively as possible
Operations and Financial Management
- Be accountable for and manage THET’s operations in country, including financial management, procurement, reporting and other responsibilities in accordance with THET procedures and regulations
- Act as security focal point for liaison with THET’s UK Head Office and ensure that there are effective security policies in place as appropriate.
Programme development
- Proactively seek opportunities for further funding to continue and expand the in-country programme.
- Prepare funding proposals in collaboration with colleagues in the UK office.
Requirements for this role
- Strong knowledge and experience of International NGO management within Tanzania
- Proven programme and project management experience and knowledge,
- Significant experience preparing and managing budgets and donor contracts
- Proven experience working with partners to build capacity and increase ownership.
- Strong networker with proven representational skills
- Excellent written and spoken English, with experience of donor report writing.
- Degree level education. [Public health or related discipline preferred.]
- Analytical skills and demonstrable ability to think strategically
- Flexibility and adaptability and able to respond well to changing priorities or requirements.
- Experience of designing and developing new programmes, including preparing funding proposals.
- Experience of establishing the legal presence of an international NGO in Tanzania is desirable.
- Knowledge or experience of working within the UK National Health Service would be an advantage.

Annex 1: Building National Training Capacity to implement the Community Based Health Programme Strategic Plan
THET will be working with the Benjamin Mkapa Foundation to support the Ministry of Health and Social Welfare to roll-out a formal Community Health Worker Cadre.
This programme will work with the MOHSW to support the development and review of the resources required to deliver this programme – including curricula, training guides and manuals, along with the subsequent capacity development of the different levels of the health system required to deliver the CHW programme, including the Health Training Institutions (HTIs) and the Zonal Health Resource Centres.
This programme will work at the national level to support the training and implementation of new CHWs at national level, followed by full implementation with one ZHRC and constituent HTIs as an exemplar site (Lakes zone).
THET will provide oversight and capacity development input, whilst supporting targeted inputs to the technical aspects of the programme. BMAF will be the key implementing partner, working closely with the MOHSW to deliver this exciting programme.
