Tanzania Mainland has been granted support from the Global Partnership for Education (GPE) for the period 2014/15-2016/17 for implementation of the Primary Education Development Programme (PEDP III), Adult and Non Formal Education Development Programme (ANFEDP) and Folk Education Development Programme focusing on improved Literacy and Numeracy for children aged, 5 to 13 years. The support will be provided through the Literacy and Numeracy Education Support (LANES) programme.
In order to ensure strong coordination of activities that are being implemented by different entities (Education Ministries, institutes and CSOs) the Ministry has established a National Coordination Unit stationed in Dar es Salaam and seeks to strengthen the Unit further by engaging the services of a Communication Expert who will be responsible for executing and ensuring reports on a wide range of Informational materials for both internal and external audiences are proficiently prepared, distributed and made publicly available as required.

2. Duties and Responsibilities
Reporting to the LANES National Coordinator, the Expert will work closely with Officers at the implementing Ministries and its allied institutions to ensure key activity reports that reflect programme results and priorities are sufficiently communicated. The Expert will work directly with senior leaders and Implementing Units/Institutions to implement Sensitization and Awareness Raising activities by working with implementation teams in identification of key communication massages and provide guidance on how to implement them. '
The Expert will also be required to work closely with the Government Communication Unit and other implementing Units/Institutions, in supporting establishment of positive associations with the public and mass media on issues related to implementation of the LANES programme.
3. Specific Job Duties
• Design, plan, process and communicate accurate, complex information about the LANES programme to a variety of targeted internal and external audiences.
• Prepare and advise on communication plans and provide leadership for their implementation.
• Develop a variety of communication activities, including supervising and/or writing, editing, scripting, producing and distributing media messages through various communication methods such as newsletters, and the LANES website.
• Assist management in identifying and tracking communication issues that may potentially impact on implementation of the
LANES programme.
• Advice on the creative development of interrlal marketing and promotional materials for the programme.
• Serve as backup lANES spokesperson, as needed and perform other duties as assigned by Supervisors and/or the Management.
4. Required Education and other qualifications
• Bachelor's degree in a relevant field including Journalism, Communications, public relations, social sciences, International relations and marketing. Master’s Degree in related fields will be an added advantage.
• High ability in report writing including the ability to write reports for different consumers/audiences.
• High Proficiency in preparation of presentations and organization of events that are related to sharing of implementation progress.
• Comprehensive understanding of modern methods of communication.
• Ability to do graphic' communications, advertising, campaigning and news writing.
5. Contract terms

Vacancy: E-Learning Officer
Specific Duties and Responsibilities
Reporting to the LANES National Coordinator, the Officer will:
• Work closely with other Officers to inform decision-making about strategic positioning of technology-enhanced learning in selected centers.
• Liaise with selected companies, and in consultation with TIE to develop e-content that clearly aligns with the STD I&II Curriculum and ensure that it is pre tested amongst students and teachers.
• Supervise baseline and end line surveys of selected pilot centers
• Advise on suitable equipment and supervise procurement of required equipment for both the pilot stage and the roll out stage
• Advise on best modality for training of Facilitators to oversee establishment and operationalization of centers.
• Ensure identified centers are made conducive for safety and usability of e-Learning including mobilization of communities to oversee effective operations.
• Provide periodic reports through the LANES Coordination Unit, on progress made in enabling E-Learning through the LANES programme.
Required Education and other qualifications
• Bachelor's degree in a relevant field including Education, Business Administration, computer science and communications.
• Experience in early grade Reading and Math e-content development and/or administration
• Experience in Managing E-Learning programmes within Education
• Excellent Spoken and Written English and Kiswahili languages.
• 3 years working experience in, the field of E-coritent development, management and administration.

LANES Deputy National Programme Coordinator- Based in Dodoma (REF NO: LANES/INCU/O 1/15)
Position Summary
Reporting to the Director of Education Coordination at PMORALG and the LANES National Coordinator at MOEVT, the successful applicant will be responsible in ensuring the Key Programme Results are realized through ensuring successful implementation, monitoring and evaluation of the LANES Key Priority Activities under PMORALG.
Duties and Responsibilities will include:
A. Programme Management:
i. Ensure LANES activities under PMORALG are optimally and timely implemented.
ii. Working with the Directors responsible at PMORALG provide support to region implementation teams to ensure that all LANES activities under the region are optimally implemented;
iii. Represent the LANES programme at education meetings at PMORALG; and as may be required' at MOEVT.
iv. Hold Consultations with Civil Society Organizations participating in implementation and or monitoring of LANES activities under PMORALG; and
v. Support the assessment and Monitoring of CSOS and Private Companies involved in the implementation of the LANES programme;
B. Programme Financial and Procurement Management
i. Ensure implementing Departments/personnel at PMORALG have a clear understanding of the financial and procurement regulations stipulated in the LANES Operations Manual and the GPE Grant Agreement between the Government of Tanzania and the Swedish Embassy.
ii. Participate in planning and budgeting process including handling budget revisions as may be required, expenditure tracklnq and all aspects of financial management of the programme;
iii. Participate in all budget planning, monitoring and financial reporting exercises with regular liaison with the Supervising Entity (The Swedish Embassy);
iv. Support PMORALG in effective management of the LANES finances and Coordination of Internal and external Audits.
v. Ensure expenditures are timely reported upon as it is indicated in the LANES Operations Manual
vi. Ensure the Procurement Plan is optimally implemented and procurement procedures are effectively followed.
C. Programme Planning Monitoring & Evaluation
i. Ensure effective monitoring and evaluation is done in line with the LANES Operations Manual and reporting schedules as may be set from time to time
ii. Assist in the monitoring of results and carrying out of assessments to inform on achievement of programme key results; Ensure that PMORALG M&E plan is well followed and regular review is conducted to track achievement of indicators.
iii. Ensure M&E is incorporated into all educational programme plans at PMORALG;
iv. Advise on technical assistance on issues pertaining to achievement of the LANES Objectives and Goals.
Key Qualifications and Experience
• A minimum of a Master's Degree in Education, Social Sciences, Economics or equivalent;
• Demonstrated capacity in Results Based Programme Management;
• Experience in Managing large scale donor funded education programmes;
• Demonstrated ability in coordination of multifaceted programmes requiring skills in relationship building and capacity development of key players.
• A clear Understanding of current Government structures in Financial Management and procurement procedures;

Duties and Responsibilities will include facilitating PMORALG Chief Accountants in ensuring that:
(i) Funds transfers to implementing regions, expenditures and reporting by implementers is done timely;
(ii) All implementers financial transactions are timely and accurately recorded in the financial system and as per agreed financial reporting requirements;
(iii) PMORALG and implementing Regions prepare monthly, quarterly, semi-annually ana year-end cut-off schedules with due dates for submission of key tasks and working papers; -
(iv) LANES financial reports are timely consolidated.
(v) Advice on general accounting issues and prqcesses relating to the quarterly and year-end financial reporting.
(vi) Financial procedures that aim to uphold the integrity of the LANES programme are known to all actors.
(vii) All financial audits are supervised; and

(v) There is optimal use of the outcomes of the M&E reports by providing guidance in preparation of timely management response;
(vi) Regular field visits are undertaken to ensure compliance and timely execution of the planned monitoring & evaluation by various programme units; and
(vii) Participates as needed in programme-wide initiatives by contributing expertise and knowledge within own area of responsibility.
