Norwegian Church Aid (NCA) is a Norwegian non-governmental and development organization working to promote Social Justice, Human Rights and Economic Justice for poor communities. NCA has its foundations based in a congregation of churches in Norway, whose efforts are dedicated towards eradicating poverty, its causes and social deprivation.
In Tanzania, NCA works in collaboration with local partners who are mostly faith based organizations (FBOs) in 46 districts. NCA has annual funding agreements with its, now 20 partners, to work and report on thematic areas that NCA and partners have agreed to work on. NCA also is on the verge of starting a challenging grant management of a hospital of one of its partners. All these projects and partners call for NCA to strengthen its grant management role, to help partners improve their capacity in financial management to meet the back donor and also the generally acceptable requirements.
Based on the above background, NCA seeks to appoint a dedicated, self-motivated and experienced Grants Management Officer with professional and educational background in Accounting, Auditing or Finance, grant management and project management in NGOs.
Overall objectives of the position;
• To participate in the planning and budgeting phase of the partners annual agreements, to ensure that activities and budgets are reasonable, accurate and in line with NCA work plans.
• To ensure partners compliance to the terms of NCA-Partner annual support agreements and also to back-donor requirements in financial management.
• To improve the financial management capacity of partners by asserting the capacity gaps and planning and implementing strategies to address such gaps.
• To conduct general risk assessment for partner organizations, to plan, and follow up on mitigation strategies so as to achieve 'low' or 'no risk ‘for the willing partners.
• To advise the senior management team of NCA on management of relations with partners in reference to the capacity and risk assessment of partners.

Detailed duties and responsibilities;
1) To critically review proposals and budgets. from partners and share the necessary feedback to ensure that activities and budgets are reasonable, accurate and in line with NCA work plans, and will have impact and value for money for the stakeholders.
2) To provide specific grant rnenaqernent services to the hospital management grant as per the NCA agreement with the donor.
3) To lead the process of review of partners periodic and annual financial reports, in comparison to narrative reports, to ensure accuracy, completeness and external audit value.
4) To lead the work of reporting to the NCA head office in Norway on partner financial performance
5) To prepare and execute an internal review/audit plan for each financial year for all partners, with an objective of making sure that partners comply with terms of annual support agreements and donor requirements.
6) To prepare a risk register for all partners, review it after each quarter and update accordingly, and take all the necessary actions together with partners to address all identified risk areas timely.
7) To plan, together with the programme department, financial monitoring to be conducted in the financial year, based on the risk rating. \
8) To work with programme department and the head office in Norway to ensure that the right partner documents are stored in the NCA archive system, transfers of the approved funds are made timely to partners and to review Maconomy reports on partners for their accuracy and completeness, .
9) To organize and facilitate training sessions on relevant matters on financial management to individuals or groups of partner staff, during special or organized meetings.
10) To facilitate external or back-donor audit to partners.
11) Any other relevant duties as will be assigned by the line manager.
Qualifications:
• Tanzanian national with a good Bachelor's degree in Accounting/Auditing or Finance from recognized learning Institution
• CPA/ACCA (graduate category) will be preferred but also candidates in final stages for either of these qualifications will also be considered.
• Strong grant management and auditing experience preferably in NGOs. Candidates with experience of working with reputable auditing firms in grant management or general audit are also encouraged to apply.
• Excellent verbal and written skills in English and Swahili
• Excellent report writing skills.
• Excellent communication and facilitation skills.

Other Specific job requirements
• Frequent travel to partners outside Dar Es Salaam.
• Interpersonal relationship skills to work in courtesy with religious leaders and staff of FBOs.

The ability to learn fast and adapt to change easily arid work under pressure/tight deadlines with minimum supervision
