The Swiss Tropical and Public Health Institute (Swiss TPH) is a world-renowned Institution for teaching, research and services in the field of International Health Development. The Swiss Agency for Development and Cooperation (SDC) is investing in the Health Promotion and System Strengthening Project (HPSS) in the Dodoma region in the United Republic of Tanzania and has mandated the Swiss Centre for International Health (SClH) of Swiss TPH to implement the project. The project's aim is to improve access to and utilization of health resources and services in Dodoma, Morogoro and Shinyanga regionsfor arriving at an effective and well governed health system. To achieve the above aim, the project has four components: health promotion, health financing, pharmaceutical and health product management, and health technology management. Administration And Human Resource Management Officer(1 position In Dodoma)
Reporting to: Project Operations Manager
Location: Dodoma

Aim of the job
HPSS project is expanding its activities to two more regions which will add in the number of districts the project will intervene, as the activities expands the human resource size of the project is also expanding, therefore Administration and Human Resource Officer is required to support the administrative and human resources tasks of the project. The Administration and Human Resource Officer reports to the Financial Control and Administration Officer (CFAO)and he/she is assisting the CFAO on daily project administrative and human resources management. The officer is responsible for ensuring smooth operationalization of project activities by providing logistical support on fleet management, hotel booking, and' managing personnel affairs.
Main Tasks
Facilitate the recruitment, selection and hiring process which includes but is not limited to, advertising vacant positions, screening CVs, shortlisting and conducting interviews;
Arrange orientation of new project staff and facilitating the exit process for terminated/resigned staff;
Employee personnel file record maintenance and updates;
Provide assistance to the Operations Manager on Industrial Relations matters as and when required;
Provide counselling and guidance to staff on company policies and procedures and Tanzania labour policies and regulations;
Timesheet management: Uploading of new staff and ensuring that staff submits timeously.
Leave administration (receiving leave forms and processing for payroll);
Ensure compliance in all aspects of HR related functions and ensure relevant documentation is evident;
Provide support to Financial Control and Administration Officer (CFAO)and Team Leader with performance
management process, as and when required;
Provide support to Financial Control and Administration Officer (CFAO)in facilitating of workshops and training on
project and Swiss TPH policies and processes; and
Administer project employee benefits.
Qualification:
BA, MA Human Resources Management/Administration
Not less than 3 years' experience in managing and administering human resources and office business processes.
Conversant with HR policies and processes and Tanzania labour laws and regulations.
Proficiency with MS Office Suite (Word, Outlook, Excel, PowerPoint, Access) and human resource information
system software
