I. NATURE AND SCOPE
The Universal Communications Service Access Fund has been established under section 4 (1) of the Universal Communications Service Access Act No.11 of 2006, Cap 422, with the following objectives;-
i. To ensure the availability of communication services in rural and urban under- served areas;
ii. To promote the participation of the public and private sector in the provision of universal service in the rural and urban under-served areas;
iii. To promote the socio-economic development of the rural and urban underserved areas;
iv. To create a framework for an open and efficient access to and use of communication and service in production and availability of competitive market;
v.To promote widespread provision of quality services at affordable rates and ensure that, rural and urban under-served areas have access to communication and information services at a reasonable and affordable prices; and
vi. To ensure availability of universal services by enhancing communications services access through private sector participation
The Fund is now seeking applications from interested competent, qualified and motivated candidates to apply for the following vacant positions:
Operations Engineer (1 POSITON)

Entry Qualifications
A bachelor degree in ICT fields specializing in telecommunication, electronics and communication, information technology or computer engineering with work experience of at least three (3) years in a reputable organisation of the similar caliber to the Fund.
Duties and Responsibilities
To operationalize the implementation of planned projects in consideration of the set milestones and availability of financial resources;
To manage the successful closure of projects;
Support the supervision consultants who support project implementation;
To supervise short-term Project Managers who are contracted to supervise large-scale financial projects;
Assist to supervise Project Implementation done by other parties;
To monitor project implementation progress from time to time;
To drive initiatives to reduce manual efforts through automation and process improvement in the Fund;
To assist in analyzing project areas using GIS System and other relevant tools;
To perform routine system administration for all information systems used in the Fund;
To perform planned and unplanned maintenance of the Fund's systems;
To execute disaster recovery plans of the Fund as updated from time to time; and
To perform other related duties as may be assigned by the Head of Department of Operations,

Master's Degree in the field of ICT. Possession of a Master's Degree in Business Administration or Economics is an added advantage. Must be a holder of first degree in the fields of ICT, electrical engineering or equivalent. Must possess not less than 8 years of working experience, five years of which must be in senior managerial position in a reputable institution of the similar calibre to the Fund. Experience in management of grants and projects evaluation is an added advantage. .
Duties and Responsibilities
a)To head the Project Planning and Development Department within the Fund;
b)To Identify various project areas that need Fund's intervention;
c)To conduct studies, which will identify development of the ICT sector in the country with the view of identifying areas requiring the intervention of the Fund in provision of communication services;
d)To develop project planning for various projects as input to Project Implementation;
e)To liaise with communications operators and obtain the coverage plans in the medium term and long term and correlate with the objectives of the Fund to avoid duplication of efforts;
f)To develop options for interventions in rural and underserved urban areas and propose the appropriate mechanisms and technologies for interventions in the specific areas;
g)To map telecommunication usage and services distribution within the geographic areas of the United Republic of Tanzania;
h)To study communications traffic and usage data, to predict future growth areas in rural and under-served areas;
i)To coordinate tenders preparation for the implementation of the universal service projects;
j)To maintain a public register of all funded projects and planned projects; and
k)To perform other related duties as may be assigned by the Chief Executive Officer from time to time.

Must possess first degree in ICT or Electrical Engineering or equivalent. Must possess at least eight (8) years of work experience, five of which must be in senior managerial position in a reputable institution of the calibre similar to the Fund. Must have a strong knowledge in the fields of monitoring, evaluation and quality assurance.
Duties and Responsibilities
To head Monitoring and Evaluation Unit within the Fund;
To ensure quarterly reporting of performance information in accordance to the Fund's Strategic Plan and annual performance plan
To ensure that all projects are monitored with relevant technical expertise to ensure the achievement of organisational Objectives and targets;
To ensure that the Fund's Monitoring and Evaluation Policy Framework is formulated, implemented and reviewed at relevant intervals;
To establish measurable outcomes from the organizational annual plans, strategic objectives and specific projects or programmes and carry-out periodic reviews at the agreed time intervals preferable quarterly, annually and or after project termination or commissioning against the agreed outcomes for the Fund's operations;
To undertake qualitative and quantitative surveying that provides information in addition to that captured at operational units and departments as required; ,
To take responsibility for commissioning research and evaluation work from third parties when required, and to manage this relationship with such organisations, consultants or academic institutions to ensure that contracted assignments meets a set of pre-agreed objectives;
To perform other related duties incidental to the work described herein; and
To attend any other functions as assigned by the Chief Executive Officer;

Assist the HIA with establishing the objectives, scope, and methodology of the audit and developing an audit program.
Perform research to obtain background information for the audit.
Document the operation and internal control systems to the audience in a manner that is sufficient to complete audit objectives.
Analyses data for accuracy and to assess the adequacy of the auditee's operations and internal controls systems.
Perform cash counts, physical inventories, or other audit procedures as requested by the HIA or as needed to meet audit objectives,
Create the work papers to document the audit work performed and support the audit report,
Develop audit recommendations to assist the auditee with improving the operations and internal control systems.
Prepare draft audit reports.
Perform follow up procedures to assess the adequacy of the auditee's implementation of recommended actions.
Communicates the status of the work to the HIA on a regular basis.
