INTRODUCTION
The Government of Tanzania in collaboration with the Private Sector and Development Partners has initiated Southern Agricultural Growth Corridor of Tanzania (SAGCOT)with the main objective aiming to increase smallholder incomes and create new jobs along agribusiness value chains in Tanzania’s southern corridor.

The SAGCOTCatalytic Trust Fund (CTF)is an innovative financing mechanism for SAGCOTcreated in response to the challenges of catalysing private sector investment in commercially and financially viable agribusinesses. The CTFwill have two investment windows: The Matching Grants Fund (MGF) and the Social Venture Capital Fund (SVCF).The MGF is designed to catalyze private • investment in capital expenditure, operational expenditure or technical assistance to improve the productivity and incomes of small-holder farmers by incorporating small-holder farmers into commercial supply chains. The SVCF is designed to provide mezzanine debt and quasi-equity investments in earlier stage companies to facilitate the growth of emergent agribusinesses to commercial scale and develop greater commercial interaction with Smallholders.
CTF Board intends to recruit a qualified and experienced individual for the position of Executive Secretary to oversee the implementation of CTF activities. The successful candidate will report directly to the CTFBoard of Directors.
SPECIFIC RESPONSIBILITIES
The Executive Secretary will be supported by a small team of staff responsible for implementing day to day activities of the CTF.The Executive Secretary will be directly responsible for achieving CTFobjectives.

The main roles of the Executive Secretary are as follows
i) Follow up and ensure implementation of all decisions made by the Board;
ii) Provide timely submission to the Board of all required reports;
iii) Lead the organization of the CTFBoard, (face-to-face and virtual) in consultation with the Board Chairperson and communicate the results of the CTFBoard’s deliberations appropriately to the relevant stakeholders and follow up on the status of issues raised;
iv) Ensure that the CTF Board gets the information it needs to make decisions on a timely basis. This includes presentation of in-depth analysis of the governance and financial mechanisms in terms of effective and efficient use of the funds;
v) Develop the agenda for Board meetings, prepare background documents and organize the required reports;
vi) Coordinate the Fund Office’s work programs with those of the CTFBoard
vii) Provide oversight on communications and information management for the CTFBoard.
viii)Access additional external support to the extent requested by the CTFBoard.
ix) Ensure collaboration and communication among the key CTFactors and promote cooperation
x) Manage the day to day activities of the CTF Office, oversee the effective performance, evaluation, and career development of its staff, and mentor staff;

QUALIFICATIONS REQUIRED:
i) Must have an advanced degree (Masters and 10 years of experience or PhD with 5 years of experience) in agricultural science, Business Administration, Economics or social sciences or any related field.
ii) Prior work experience in achieving results on the ground (preferably in Donor funded projects/programme experience).
iii) Demonstrated intellectual leadership and experience in business and private sector development particularly in private sector, agriculture and/or agricultural research.
iv) Demonstrated political judgment and recognized ability to lead strateqic partnerships, align goals, and promote collaborative action. .
v) Strong client orientation and skills in policy dialogue and/or change management on complex institutional, governance and finance issues.This includes a demonstrated ability to provide high quality leadership by taking principled and balanced positions on agricultural development and partnership themes, in order to overcome obstacles, improve the design of tasks and facilitate their implementation/diffusion.
vi) Excellent interpersonal skills; a proven team player, deeply committed to working as a teamwork, and experienced in working highly collaboratively in a broad range of cultural and social contexts, acting with integrity at all times to build trust and create an enabling work environment.
vii) Excellent managerial and communication skills for managing staff, coordinating multiple partners, and building strong teams.
viii)Strong ability to guide, mentor and coach staff on substantive and procedural issues
ix) Excellent spoken and report writing skills in English. Knowledge of Swahili would be an asset

DURATION
The Secretary will be contracted by the Board for period of three (3) years and the contract may be renewed contingent upon project budgeting and satisfactory performance evaluation.
