Participatory Governance Lead The Participatory Governance Lead is responsible and accountable for a high quality, high impact and effective sustainable and integrated Oxfam participatory governance programme that meets the needs of targeted people, partners and/or institutions.
Main tasks • Development of the programme strategy on Participatory Governance with strong gender focus as a basis for all affiliates’ work • Responsible for ensuring that gender, HIV and private sector work are well mainstreamed into all of Oxfam’s participatory governance work in Rwanda • Responsible for linkages with global work on gendered governance work and other key initiatives forming the basis for Oxfam’s Participatory Governance work in Rwanda • Chair of the Participatory Governance working/coordination group which advises on strategy, resource-allocation, reporting and accountability for participatory governance work • Responsible for managing and coordinating fundraising for Oxfam’s work under the Participatory Governance program component • Responsible for quarterly reporting on key quality and performance indicators to Country Leadership Team • Management of the Participatory Governance basket fund once operational • Provide programmatic input to the Oxfam advocacy strategy and deliverables concerning governance issue • Ensure effective internal and external communication around the participatory governance work as per the Oxfam Communications Strategy for Rwanda • Representation of Oxfam in relation to participatory governance work with stakeholders in Rwanda
You have • A Masters degree in a discipline relevant to development cooperation; • Strong governance background with at least 10 years’ experience including 3 years working on policy advice and lobby & advocacy with NGOs in the region.
• Developed a vision on socio-economic and political developments in the region in relation to the globalisation process; • Knowledge of the political / governance reality in Rwanda. • Experience in managing complex multi stake-holder programmes; • Experience in external fundraising and managing externally funded programmes; • Affinity with Oxfam priority themes, and you are able to analyse Gender -, HIV/AIDS - and Private Sector Development- issues as cross-cutting themes in your programmes; • Excellent social skills and you are a team player; • Excellent communication skills and excellent command of spoken and written English. French is an added advantage.
