Background
The Government of Tanzania through Ministry of Education and Vocational Training (MoEVT) and Prime Minister's Office (PMO-RALG) is implementing the Secondary Education Development Programmephase II.
The overall project development objective of SEDP II APL I is to improve the quality of Secondary education with a focus on underserved areas.There are 6 project outcome indicators and 14 intermediate outcome indicators that monitor progress towards this objective. The project was approved by IDA on May 27,2010 and has been under implementation since September 8,2010 when the project became effective.
The Secondary Education Development Programme (SEDP) II is a continuation of SEDP I which has been implemented between 2004 and 2009 building on the national goals of secondary education provision. It also builds on national and international reforms regarding the education sector which have taken place in the last 15 years.
Some of these reforms are based on key policy documents such as Tanzania development vision 2025, the National strategy for Growth and Reduction of Poverty (NSGRP), the Education and Training Policy of 1995, the Education Sector Development Programme (ESOP, 2001) and the Millennium Development Goals (MDGs
In order to improve the technical support for effective Programme implementation, MoEVT and PMO-RALG intend to recruit the National Programme Coordinator
The Assignment objectives
The specific objectives of the assignment are to;
Improve the operational efficiency of the programme.
Enhance communication between the project coordinating office (MoEVT) and other implementing Ministries /Agencies and communication among all relevant stakeholders.
Scope of the service
In additional to what is stipulated in the Project Appraisal Document (PAD) of the Programme, the Coordinator shall;
Supervise the MoEVT and PMO-RALG SEDP II coordinators to ensure effective implementation of the project.
Ensure smooth communication between the implementing Ministries/Agencies and the Ministry of Finance (MoF) on all matters related to the project including budget, cash flows requirement and progress reports.
Coordinate the preparation of annual work and procurement plans and supervise its implementation. Ensure progress reports and other reports are compiled and disseminated to relevant stakeholders on timely bases.
Carefully review the Aide Merhoires of world Bank and other development partners and ensure implementation of the agreed actions in Aide Memoires within the stipulated timelines.
Ensure adequate communication among all stakeholders and lead the updating of programmeinformation when updating is required.
In collaboration with other members of the coordinating team handle the day to day management of theprogramme.
Keep the Permanent Secretaries of MoEVT and PMO-RALG informed of the programme's progress regularly and seek their guidance on issues requiring higher level decisions.
Liaise and convene meetings with key officials of MoEVT, PMO-RALG, MoF, and LGAs regularly.
OJ Communicate and work closely with Word Bank officials and Missions
Keep programme records and reports in good order and accessible when required.
Perform any other tasks as may be directed by the Permanent Secretary (MoEVT) from time to time.
Qualifications and experience required
Minimum .of a Master's degree in social science preferably in Education, Sociology/Psychology, Economics, Management or Finance. .
Strong background of Education sector in Tanzania
Strong background on result based management
Strong experience in managing donor funded programmes and projects.
Experience in working with Education Institutions not less than five (5) years.
Excellent written and verbal communication skills in English and Kiswahili.
Computer literacy is a requirement.
Good working relations with subordinates and other stakeholders.
Duration of the assignment
This is a One (1) year contractual assignment commencing immediately after signing the contract and it is renewable yearly subject to satisfactory performance and on mutual agreement
Deliverables
Deliverables for this assignment will include work and procurement plans, status Reports, Monthly reports: Annual reports, and Monitoring instruments.
