Project description
The TC-module "Support to Decentralization as a contribution to Good Governance in Rwanda" is in line with the Rwandan Government's national decentralization strategy. The objective of the TC-module is: The districts are strengthened to provide public services in a needs oriented, efficient and transparent manner with the participation of the population. The TC-module is composed of three components, which contribute to the objective of the module: (1) capacity development of the districts, (2) fiscal decentralization and (3) political participation, accountability and cooperation with civil society. The improvement of the institutional and legal framework of decentralisation is a cross-cutting issue of the project.
We are looking for experts who can ensure the successful implementation of the following two service packages within the framework of the programme “Decentralisation and Good Governance”:
1)   Support to the development of a curriculum for local government officials and staff and facilitation of South-South exchange between local government associations and local government training facilities.
2)   Support to the development of a Local Government Capacity Building Pooled Fund.
The contribution is to support the Decentralisation and Good Governance programme to reach its objectives and meeting its indicators. The overall program objective reads: the districts are strengthened to provide public services in a needs-oriented, efficient and transparent manner with the participation of the population
The service offered by us enables the programme to reach its overall objective especially its indicator 1 and the objective of component 1 in particular its indicators 1 and 2
·         Programme – Indicator 1: The share of employees in the districts in the fields of public financial management, planning and monitoring who perceive themselves as capable to fulfil their tasks in the given administrative structure has increased from 77 % to 87 % (Source: gender differentiated survey among district employees).”
The objective of component 1 is: The administrative capacity of the districts in service delivery is improved.
·         Indicator 1: The share of employees in the districts who have received further training specific to their positions has increased from 73 % to 93 % (source: gender differentiated survey among district employees).
·         Indicator 2: 30 measures of the capacity development plans of the districts have been funded by a Local Government Capacity Building Fund (baseline: Local Government Capacity Building Fund has not yet been set up).

Job description
The overall program objective reads: the districts are strengthened to provide public services in a needs-oriented, efficient and transparent manner with the participation of the population.
The specific objectives are:
1)  Support to the development of a curriculum for local government officials and staff and facilitation of South-South exchange between local government associations and local government training facilities.
2)  Support to the development of a Local Government Capacity Building Pooled Fund.
Job requirements

Package 1:
·      1 international long-term expert (up to 18 months)
·      1 national long-term expert (up to 18 months)
·      A pool of up to 5 international short-term experts (up to 5 months in total)

Package 2:
·      1 international short-term consultant (up to 2,5 months spread over a 3-5 months period)
·      1 national short-term consultant (up to 2,5 months spread over a 3-5 months period)
For this project, ECO is searching for a national and an international long-term and short term expert with the following profiles
1.      Experts for service package 1
One international long-term expert (up to 18 month)
Team leader in charge of overall coordination and quality of provided expertise. Works in close cooperation with GIZ and RALGA. Supervises all aspects of the support. Develops performance-based quality assurance for both trainings and trainers. Ensures curricula development and certification. Supports development of suitable approaches for train-the-trainer activities. Organises local government associations/institutes network meetings.
Profile:
·           University degree in administrative sciences, public policy, political science or a similar degree,
·           Practical experience in advising associations and civil servants,
·           Knowledge on current capacity building approaches and of of GIZ's Capacity WORKS management model,
·           Capacity of designing and managing programs,
·           Experience in curricula development for a higher education institution,
·           Experience in quality-assurance systems for higher education,
·           Team player, self-motivated with personal characteristics to quickly integrate and make an impact;
·           Capable of prioritising work on targets and customer needs,
·           Excellent oral and written communication skills in English are a must criterion;
·           Strong analytical skills;
·           Interdisciplinary thinking;
·           Experience in local government is an asset.

2.      Experts for service package 1
One national long-term expert (up to 18 month)
Supports team leader. Ensures full contextualisation of all curricula (Rwanda context). Reviews already existing training modules and provides them to curriculum developers. Facilitates collaboration with national institutions (e.g. for certification) and with experts/trainers. Contributes to design of on-the-job training/coaching. Supports development of a pool of qualified national trainers.
Profile:      
·           University degree in administrative sciences, public policy, political science or a similar degree;
·           Experience in curricula development for a higher education institution,
·           Experience in quality-assurance systems for higher education,
·           Team player, self-motivated with personal characteristics to quickly integrate and make an impact,
·           Capable of prioritising work on targets and customer needs,
·           Strong analytical skills;
·           Interdisciplinary thinking;
·           Excellent oral and written communication skills in English are a must criterion,
·           Experience in local government is an asset.

3.      Experts for service package 1
Pool of 5 international short-term experts with the following profiles (up to 5 month):
The short-term experts develop:
·                Module handbooks according to international standards,
·                Concept for credit points based qualification scheme,
·                Curricula for training and coaching in local government management using a variety of didactic approaches,
·                Training materials and case studies for each course,
·                A methodological approach for a train-the-trainers scheme,
·                A feedback and quality-assurance mechanism based on international standards.
They also test and review all developed courses (piloting phase), and support train-the-trainers activities by RALGA.
Profile (international STE):
·           University degree in administrative sciences and/or selected areas for curriculum development;
·           Experience in curricula development for a higher education institution,
·           Experience in quality-assurance systems for higher education,
·           Expertise in the content of the assigned module for at least five years,
·           Excellent oral and written communication skills in English are a must criterion,
·           Knowledge of GIZ's Capacity WORKS management model.

4.      Experts for service package 2
One international STE (up to 2,5 months)
Team leader. Works in close cooperation with GIZ, RGB and other stakeholders. Identifies stakeholders’ needs and requirements, performs a SWOT analysis of existing pooled funding mechanisms in Rwanda; assesses the feasibility of the proposed LG CB pooled fund and proposes best options for it. Designs the fund including institutional set-up; planning, budgeting and M&E functions; and fiduciary management modalities. Devises a road map for establishment of the fund and for regular monitoring and evaluation of its functioning.
Profile (international STE):
·           Master’s degree in a relevant area;
·           Minimum 5 years’ experience in Development Cooperation
·           Experience in Government-donor  coordination in multi-stakeholder settings, and of pooled funds;
·           Knowledge of capacity building and crosscutting issues;
·           Excellent communication and interpersonal skills;
·           Experience in decentralization/local governments and knowledge of Rwanda government operations an asset;
·           Excellent oral and written communication skills in English are a must criterion  (French is an asset);
·           Knowledge of GIZ's Capacity WORKS management model.

5.      Experts for service package2 One national STE (up to 2,5 month)
Supports team leader. Ensures full contextualisation of the consultancy; facilitates collaboration with national institutions and already existing pooled fund mechanisms; contributes to the assessment and design of the proposed pooled fund, and to the establishment of a roadmap for its implementation.
Profile 3 (national STE):
·           University degree in a relevant area;
·           Minimum 5 years’ experience in the public sector or in development projects in Rwanda, preferably at central and local government level;
·           Understanding of capacity building;
·           Experience of development partners operations in Rwanda;
·           Experience of Government-donor coordination in Rwanda and of pooled funds an asset;
·           Excellent communication and interpersonal skills;
·           Excellent oral and written communication skills in English and Kinyarwanda are a must criterion (French is an asset);
