Within the context of the United Nations Development Assistance Plan (UNDAP), UNFPA wishes to provide expert support to the Government of the United Republic of Tanzania through the Ministry of Community Development, Gender and Children for technical and substantive preparation of CEDAW Report.
Background: The United Nations Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) being the international bill of rights for women has been a key convention and is instrumental in checking and reporting on the status of women in states that have ratified it. The Ministry of Social Welfare Youth Women and Children Development (MSWYWCD) for Zanzibar and the Ministry for Community Development, Gender and Children (MCDGC) for Tanzania Mainland are mandated to coordinate and monitor the implementation of the CEDAW with a view to promoting gender equity, equality and women’s empowerment. Tanzania ratified CEDAW in 1986 and submitted its initial report to the CEDAW Committee in 1987. The second and third consolidated report was submitted in 1996, and the consolidated fourth, fifth and sixth report was submitted in 2007. Tanzania is now in the process of preparing consolidated seventh and eighth reports due in September 2014. The report is to be prepared in accordance with the CEDAW guidelines and requirements. Objective of the engagement In view of the background, UNFPA would like to engage an international consultant to work with a local consultant to assist the MCDGC to coordinate, collect and compile data and to draft a report for submission to the CEDAW committee. The process is to include gender focal persons (GFPs) from ministries, departments and agencies (MDAs); civil society organizations (CSOs); local government authorities (LGAs); media; permanent secretaries; and members of parliament both on mainland as well as on Zanzibar. Recognizing that CSOs can ensure representation of women and marginalized populations into the process, the consultant will conduct a 2 day introduction to CEDAW and information collection session with relevant CSOs on mainland Tanzania. Emphasis will be on ensuring the representation of marginalized groups including but not limited to elderly women, people living with disabilities and/or HIV, indigenous women, and adolescent girls. The role of CSOs in the CEDAW process should also be promoted. In addition, the consultant will provide quality assurance in the planning stage of a 2 day session with GFPs from MDAs and a 3 day data collection session with LGA representatives from key regions and will deliver and ‘introduction to CEDAW’ sessions to both the MDA and LGA workshops. The consultant will oversee the drafting of the report ensuring consolidation of all inputs and provide best practice where applicable, and will then lead a 5 day technical meeting to review and consolidate the mainland and Zanzibar reports into one draft report for the United Republic of Tanzania to be shared with stakeholders. After consultations led by the local consultant, the consultant will then quality check the finalized consolidated report for the United Republic of Tanzania ensuring fair representation of both the mainland and the islands. Execution and Implementation Modality
The implementation of this assignment will require two consultants, one Tanzanian and one international, who will prepare a draft report to be submitted to the Government of Tanzania for final approval and submission to the CEDAW committee. Oversight of the process and guidance on content will be provided by a CEDAW advisory committee of not less than 15 selected members. The consultant will work closely with the Ministry of Community Development, Gender and Children and the UNFPA as the supervising authorities in the execution of this assignment.
The contract will span over 10 months with a maximum of 7 days by 4th December, 2013 and a maximum 10 days between January 1st 2014 and May 31st, 2014. The assignment will be undertaken in two phases. For the first phase to be completed by 4th December, 2013, the consultant will work for a maximum of 7 days in collaboration with the national consultant, MCDGC, and UNFPA to collect data for and to write a draft report. The second phase will be for a maximum of 10 days from January to May of 2014 where the consultant in collaboration with the national consultant, MCDGC and UNFPA will share and solicit input to the draft report, strengthen the report based on comments received and consolidate the Zanzibar and Mainland reports into the report for the United Republic of Tanzania. In addition to having two trips to Tanzania to lead/facilitate working sessions, the assignment will be largely home-based. As such, consultant should be easily reachable via email and Skype/telephone. The international consultant will work closely with the national consultant. The national consultant will attend in country meetings and communicate to UNFPA and the international consultant the highlights of the proceedings.
Specific Tasks and Deliverables In collaboration with the MCDGC and the national consultant, the international consultant will be directly responsible for the tasks listed below. All documents must be submitted to UNFPA. Approval will be jointly between UNFPA and either MCDGC or MSWYWCD as relevant. Payment will not be made until all required documentation is submitted to UNFPA and approved.
1st installment: - 4 December 2013: 1. Provide oversight, quality assurance, and best practice models for data collection sessions with MDA GFPs and LGA GFPs. Consultant will also present an introduction to CEDAW and its process to both MDA GFPs and LGA GFPs (1.5 days). 2. Plan and deliver a 2 day CSO session on an introduction to CEDAW, how CSOs can participate and influence the process and collect relevant information from CSOs on mainland Tanzania. (3 days) 3. Receive from the national consultant the Draft Zero Tanzania Mainland CEDAW report and review, edit and submit to UNFPA by 4th December, 2013. (2 days) 4. Submit a 6-month process report to the UNFPA, summarizing the process of the consultancy, recommendations and lessons learned both in soft copy by 5th December 2013. (0.5 days) 2nd installment: - 30 May 2014: 5. In collaboration with the MCDGC, MSWYWCD (Zanzibar), UNFPA, the international and local consultants will facilitate a 5 day workshop to consolidate the Mainland and Zanzibar reports into one merged report for the United Republic of Tanzania. This workshop will be led by the international consultant who will be supported as required by the local consultant. (7 days) 6. Provide oversight and quality assurance to the finalization of the national draft report, incorporating inputs from stakeholders including Members of Parliament, Permanent Secretaries and others. (0.5 days) 7. In collaboration with the local consultant, submit the Final draft of the United Republic of Tanzania CEDAW report by 30th May, 2014. (1.5 days) 8. Submit a 6-month process report to the UNFPA, summarizing the process of the consultancy, recommendations and lessons learned both in hard and soft copies by 30th May, 2014. (0.5 days)
Duration: The contract will span over 10 months with a maximum of 7 days by 4th December, 2013 and a maximum of 10 days between 1st January 2014 and May 31st, 2014.
Duty station: home-based and Dar Es Salaam, Tanzania.
Requirements  At least 10 years of experience in fields of protection and promotion of woman-human rights  PhD in Human rights, Gender, International Development, or related field. A minimum of 7 years of experience in lieu of PhD will be acceptable.  Extensive knowledge on CEDAW  Extensive experience in activities, reports and training related to CEDAW Reporting  Excellent knowledge on relevant national and international legislation related to gender equality  Excellent knowledge in legislation and institutional gender frameworks linked with CEDAW  Understanding of strategic gender frameworks and CEDAW importance  Excellent knowledge on data collection methodologies, analyses and segregation  Advanced experience in society assessments and studies regarding gender issues  Conceptual thinking and analytical skills  Excellent facilitation skills demonstrated through previous experience and training  Good interpersonal skills  Fluency in spoken and written English. Knowledge of Kiswahili an asset.
