Program Overview
Rare’s Mozambique program is guided by the Fish Forever alliance objectives shared by Rare, Environmental Defense Fund and the University of California Santa Barbara. Together these organizations are collaborating in a global program to help support sustainable coastal fisheries. Rare’s Mozambique program will have “sister” projects using similar methods to accelerate adoption of sustainable fisheries management in Brazil, Belize, Indonesia and the Philippines. The candidate will be responsible for sharing lessons-learned with Rare managers in the “sister” projects of the Fish Forever alliance.
Position Overview
Rare is seeking a proactive and results-oriented Director with a track record of strategic leadership who will provide oversight and management of Rare’s Mozambique Country Program, consisting of an initial three-year project to improve coastal, artisanal fisheries through the use of Rare’s Pride Campaign program and rights-based fisheries management. Primary responsibility will be to ensure that the two main components of the Cohort – barrier removal and Pride Campaign implementation - are developed effectively, to achieve the natural resource management results expected. Based in Maputo it is anticipated that this position could begin as early October 2013, contingent upon funding. .
Responsibilities
• Oversee and ensure that the relevant parts of the annual program plan are developed and delivered in the timeline established;
• Manage the selection, recruitment and contracting of coastal fisheries Pride campaign managers;
• Provide technical guidance to ensure the integrity of conservation outcomes and staff oversight to ensure day-to-day alignment with the Institute for the Development of Small Scale Fisheries, Ministry of Fisheries (IDPPE) on their tasking and deployment to the fishing communities;
• Work with the Training Director to develop thematic content and coordinate training customization for Modules 1 & 2 (1st University phase), Module 3 (second university phase) and Module 4 (final university phase);
• Assist local campaign managers when developing long-term follow-up strategies and financing efforts to turn initial momentum into lasting conservation results.
• Maintain responsibility for management and reporting to donors on project activities and deliverables in collaboration with Vice President.
• Effectively manage relationships with local partners and government as well as cohort donors in collaboration with VP Africa to ensure fundraising activity is well-coordinated with development staff at Rare headquarters;
• Responsible for managing cohort budget including daily decisions related to cohort expenses and for preparing and presenting financial reports in a timely manner in collaboration with office assistant.
Qualifications
The successful candidate must have at least eight (8) years management and team leadership experience with a minimum of five (5) years’ experience in marine conservation and proven success managing complex projects involving multiple stakeholders, partnerships and contracts. Other qualifications include:
• A consultative and proactive approach in having built partnerships and strategic alliances that resulted in a quantifiable outcome;
• Fluency in written and spoken English and Portuguese along with excellent public speaking abilities and strong writing skills;
• Willingness to travel internationally and locally based on needs of the position, often in field settings, and work extended hours when necessary;
• Demonstrated success in network development and alliance building to consult and collaborate across boundaries to build strategic relationships, achieve common goals and build consensus;
• Analytical, detail orientated and organized with experience in successfully meeting budgets and deadlines;
• Proven ability to work and manage staff in a multi-cultural setting; and
• A Master’s degree.
