Program Description
The anticipated project is a five-year basic education initiative to improve early grade reading skills in Kenya. The project will improve reading by strengthening instruction, bolstering reading delivery systems and fostering meaningful engagement in literacy activities by communities, the private sector and the general Kenyan public. The project will also provide technical and policy level support to the Government of Kenya in reviewing, revising and implementing reading-related policies.
Position Description:
The Chief of Party (COP) shall be responsible for the overall management and implementation of the project and report directly to the designated USAID Contracting Officer’s Representative (COR). S/he shall supervise project implementation and ensure the project meets stated goals and reporting requirements. The COP will take a leadership role in coordination among USAID and key stakeholders including other implementing partners, and will work together with USAID and national and county-level government officials.
In addition, the COP shall be responsible for the following:
- Plan, direct, and coordinate activities to ensure that project goals and objectives are accomplished within the prescribed time frame and funding parameters.
- Provide leadership to the project team, ensuring adherence to work plans, encouraging continuous learning to improve project implementation and fostering effective team-work.
- Establish and maintain strong partnerships with internal and external stakeholders.
- Responsible for on-time submission of high quality deliverables and adherence to all reporting requirements.
- Maintain accountability for the implementation of all activities in compliance with USAID rules and regulations and FHI 360 policies and procedures.
Minimum Requirements:
The COP shall have a doctorate-level degree in a relevant field from an accredited university, and at least ten years of experience in managing and implementing education programs in developing countries, preferably in the implementation of a national scale-up and active coordination of such activities with Ministries of Education and other educational institutions. Fifteen years of leadership and management experience is accepted in lieu of the doctorate degree. Previous experience in Kenya or East Africa with knowledge of the Kenyan education system is highly desired. Previous experience in implementing national scale-ups is also highly desired. The COP will have demonstrated exemplary management, communication, and interpersonal skills to ensure internal coherence among diverse team members, as well as relations with the Government of Kenya, donors and the international community.
