Capacity Building and Program Advisor

SCOPE OF THE JOB •This position directly reports to the ORDA Executive Director and functionally to the FH Country Director of Ethiopia
PURPOSE OF THE JOB This is a senior level position responsible for evaluating ORDA systems and recommending solutions; and advising and assisting senior level ORDA staff to institute adjustments of organizational operations with the intention to secure direct USAID funding in Ethiopia. The Organizational Capacity Building and Program Advisor will report directly to the ORDA Executive Director aNod, based on familiarity with USAID rules and regulations, lead the organization in identifying, proposing and implementing necessary changes or adjustments within the organization to access direct USAID funding, whether through structural, programmatic or knowledge adaptation. Along with the duty of enhancing ORDA’s capacity, the Advisor will assist in and facilitate external outreach to USAID, as well as ensure ORDA develops proposals for submission to USAID.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Key Result #1 – Analysis and Leadership - 50% 1.Assess the knowledge of USAID rules and regulations and identify gaps among ORDA staff; 2.Assess the organizational structure and departmental compatibility to receive, manage and comply with direct receipt of USAID funding and the donors related requirements; 3.Develop actionable plans for filling knowledge gaps in coordination with Food for the Hungry Ethiopia; 4.Work with senior ORDA leaders, develop a strategy for bringing ORDA in compliance with USAID funding requirements, inclusive of financial, cultural, programmatic, logistical and management changes as necessary; 5.Work with the appropriate departments to ensure complete, timely and accurate program documentation for all Ethiopia programs, including financial and narrative reports, resource requests and budgets; 6.Lead or assist in training on necessary USAID grant-related compliance matters; 7.Serve as a coach to key ORDA senior leaders so they may provide leadership to bring about any necessary organizational change that would allow ORDA to become a direct partner of USAID.
Key Result #2 – US government grant proposal development 30% 1.Build capacity of ORDA programs, particularly in relation to the Business Development and Action Research Unit, finance and other support staff to develop proposals related to US government grants; 2.Jointly with the business development and action research unit and concerned programs including finance staff, develop short and long term development proposals as per donor requirements. 3.Actively search for call for proposals or request for application (RFP) and Annual Program Statements (APS) posted by other donors and USAID at their respective websites and inform ORDA leaders and engage in program development funding opportunities are deemed appropriate.
Key Result #3 – Strategy Implementation and External Relations - 20% 1.Work with ORDA departments to ensure successful implementation of the developed strategic plan; 2.Ensuring ORDA systems are functioning well in planning, implementing and monitoring of all current USAID-funded ORDA sub-grants and capable of meeting USAID demands across all departments; 3.Develop and maintain close ties with primary donors to represent ORDA programs and secure long term financial support; 4.Provide leadership to and assist in grant proposal development for USAID funding, as well as engage in other USAID required documentation and reporting of current programs as necessary. 5.Provide technical assistance in result oriented report preparation and M & E skills related to USAID funded projects.
QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty/function satisfactorily. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. •Proficient knowledge of US government financial, programmatic and commodity regulations including program management and reporting; •Working knowledge of internationally funded programs; •Demonstrated experience in analyzing organizational systems and implementing organizational restructuring or adjustment; •High degree of fluency in both written and spoken English; •Successful experience in grant proposal preparation and writing, especially for USAID and other government donors; •Working knowledge of monitoring and evaluation procedures and processes; •Knowledge of budget development and management for US government resources; •Excellent written, verbal communication skills including USAID related technical writing; •Demonstrated experience and knowledge managing projects •Proficient in Microsoft Office Suite and Google systems •Ability to sit at a computer for 8 hours a day doing repetitive motions on a keyboard •Ability to lift 25 pounds above shoulder height consistently •Ability to travel nationally and internationally an approximate 25% of time •Strong inter-personal skills •Highly organized •Ability to multi-task
The following list indicates additional competencies or experience that would enhance an applicant’s fit for the position: •Experience or working knowledge of food security and food aid programs, especially USAID Title II and Development Assistance resources; •Experience working with local non-governmental organizations or non-profits; •Knowledge of USAID commodity management regulations, commodity tracking software and financial management software.
EDUCATION and/or EXPERIENCE: Master’s degree in non-profit management, organizational management or related international relief and development degree, and five years of experience working directly with US Government funded programs particularly in areas of compliance or, combination of education and demonstrated experience in these mentioned areas.

LANGUAGE SKILLS: Ability to clearly present technical, structural and programmatic information and strategies to staff and donors in English. Ability to read, analyze and interpret program and assessment data and reports. Ability to synthesize data and information, write implementation methodologies and tool kits and assessment reports. Ability to write program reports and resource requests and develop departmental and program budgets. Ability to read and apply government program proposals and report guidelines and regulations. Excellent proficiency in spoken and written English. Conversant in Amharic is highly beneficial.
