REQUEST FOR EXPRESSIONS OF INTEREST
COUNTRY: RWANDA
Title: CONSULTANT SERVICE FOR RECRUITMENT OF KIAC IT CONSULTANT.
Spearheaded by the Private Sector, Kigali International Arbitration Centre (KIAC) is an arbitration centre established in February 2011 by an Act of Parliament ( Law n°51/2010 of 10/01/2010) to promote the resolution of disputes by arbitration and alternative dispute resolution, to provide facilities and assistance necessary for the conduct of domestic and international arbitration as well as advising the government on matters related to arbitration. The KIAC office based in Gikondo — PSF Expo ground/Kicikiro District would like to recruit an IT consultant.
I. Scope of work
Specifically, the IT Consultant will support KIAC to:
i. Develop an IT Strategic Plan;
ii. Setup a well-functioning Network at KIAC;
iii. Define bandwidth need and alternatively suggest the best Internet service provider (ISP) to work with KIAC;
iv. Create a maintenance and helpdesk plan for hardware and software at KIAC and alternatively be able to resolve problems related to hardware and software in a timely manner.
v. Develop an IT use Policy
vi. Setup a secured and reliable Data Backup system;
vii. Structure IT system to make it more effective, responsive, focused and capable of
managing and supporting staff IT needs;
Update and maintain KIAC website to make it reliable, more relevant and responsive to the needs of stakeholders;
x. Identify IT training required for staff;
xi. Provide continuous training and upgrading of skills of staff to effectively manage and
use IT;
xii. Provide advises on new IT trend, their implementation and their importance for KIAC
xiii. Provide monthly report on work done and IT needs
2. Consultant's Qualifications
The Consultant (s) should have the following qualifications:
• The consultant must hold at least a bachelor's degree in Technology: Information Communication Technology (ICT) in the field of communication Networks.
• Minimum of 4 years professional experience in the field
• English proficiency, both writing and speaking, is essential.
