The USAID | DELIVER PROJECT, a U.S. Agency for International Development (USAID)-funded project, improves supply chain systems for a wide range of health commodities. DELIVER strengthens the supply chains of health and family planning programs in developing countries to ensure the availability of critical health products to customers.
The project is recruiting a Warehouse Technical advisor who will be seconded to and work at the central medical store (CMS) in South Sudan. The CMS will store the commodities under the Emergency Medicines Fund activity which is a joint program between the Government of South Sudan, Department for International Development, the Government of Norway, and USAID.
The CMS will receive technical support to strengthen warehouse management practices, to build staff capacity, and make warehouse improvements in anticipation of the arrival of these commodities. The objective is to ensure adequate storage, inventory management and preparation for distribution of the kits to the final destination at the county level. The advisor will work closely with the CMS’ supervisor and store keepers. The Warehouse Technical Advisor will also work closely with short-term technical advisors (STTA) to continue the work and implementation of activities begun by technical assistance to strengthen and improve the CMS’ operations, staff capacity, and warehouse infrastructure. Activities will be focused on and apply mainly to the CMS’s warehousing facilities in Juba, the Main Warehouse and Riverside (Gumbo). Limited work may be done near the airport location. There is also a requirement to ensure best practices, processes and systems can be systematized throughout the facilities and all CMS personnel are proficient in these areas.

RESPONSIBILITIES
Specific responsibilities include:

Working closely with the CMS Supervisor to allow for mentoring of CMS personnel
- Efficiently train, mentor and coach warehouse staff in warehouse operations and flow process;
- Assist with the development of warehouse SOPS
- Assist with the set up and establishing a basic Excel based inventory control system to track receipts, issues, stock on hand, losses, and adjustment
- Stock-take procedures (e.g. perpetual inventory) and reporting of anomalies, monitoring quantity and quality of the product
- Establish regular reporting and summary documents as needed on commodities flowing through the CMS facilities
- Sorting and counting and other preparation as needed for onward distribution to the counties
- Work with CMS staff to prepare packing list, inventory list, and other documentation needed for transportation vendors, counties, MOH, and partners as needed
- Strengthen security and risk control
- Ensure health and safety procedures are followed as developed in the SOPs
- Assist with warehouse organization and floor layout for medicines.
- Ensure proper organization, stacking and use of pallets and boxes for storage purposes.
- The correct use and preventive maintenance of material handling equipment including pallet jacks, pallet stackers, reach trucks, rallet racking systems, etc.
- Pest control and housekeeping
- Assist CMS personnel to generate monthly reports and inventory on medicines and medical commodities to the Director General of Pharmaceuticals and Equipment.
- Oversee and assist with the completion of CMS infrastructure improvements including, but not limited to:
- installation of pallet and pallet racking
- installing equipment
- security improvements of the facility and security staff
- repairs to roof, ceiling, and floors
- rodent control
- Provide assistance with arranging local procurement of vendors and equipment as needed. Work with the Finance and Operations Officer .
- Assist with the use, training, and supervision of WMS software, to ensure transactions are done in a timely and accurate manner.
- Ensure that the maintenance is being followed or identify barriers to why no maintenance has occurred.
- Assist in CMS personnel to implement performance monitoring of vendors
Knowledge transfer and mentoring of the CMS Supervisor in:
- Key management principles regarding the operation of a warehouse
- Organizational and management skills
- Reporting skills, including reporting on key performance indicators and budget expenditures
- Staff development and coaching
- Problem solving and decision making
Other activities
- Represent the project in meetings and gatherings in-country as needed.
- Report results of the project's work to the Director General of Pharmaceuticals and Equipment, and USAID | South Sudan, as required and requested.
- Under the guidance of the Director General of Pharmaceuticals and Equipment, and/or USAID/South Sudan, coordinate and collaborate with any other JSI projects and/or technical advisors, and other organizations that may be operating in country.
- Perform other duties as assigned.
QUALIFICATIONS
- Over 10 years experience managing warehouse operations in the Private/Public sector.
- Over 5 years developing country experience in public health programs including HIV, malaria and family planning, and pharmaceutical supply chain strengthening required
- Proven ability to manage multi-faceted supply chain projects
- Proven ability to work in a resource challenged setting
- Proven ability to rapidly analyze an existing situation, understand its strengths and weaknesses, and build on its strengths to achieve program objectives required
- Proven success in training all aspects of warehouse and distribution operations at all work function levels
- Proven experience in managing, motivating, and supervising teams
- Proven experiencing in mentoring, coaching and providing supportive supervision
- Proven capacity to work independently and to function as an effective member of a multi-disciplinary team
- Strong representational and interpersonal skills
- Excellent written and oral communications skills in English
- Demonstrated skills in Microsoft Office Suite applications, including Word, Excel, and PowerPoint; familiarity with mSupply warehouse management software, Pipeline Software and Quantimed Software is a plus
