TIB Development Bank Limited (formerly Tanzania Investment Bank Limited) was established by an Act of Parliament in 1970 as a Development Finance Institution (DFI) to provide development financing through the provision of short, medium and long term financing. Following implementation of the first phase of the Government Financial Sector Reforms and the enactment of the Banking and Financial Institutions Act of 1991, TIB was licensed to operate as a non-bank financial institution. In August 2005 the government undertook to transform the bank back into a profitable and sustainable Development Finance Institution offering both long-term finance and equity, providing technical assistance and support services, while also acting as a conduit for official development assistance and special development government funds.

In this regard, activities of TIB Development Bank have specifically expanded and the bank now invites applications from suitable, qualified and skilled persons to fill the following available vacancies:

Administrative Officer
Nature and Scope
The successful candidate will report to the Manager, Administrative Services. He/she will be responsible for provision of efficient and effective office administrative services to the bank.
Duties and Responsibilities
Carry out and coordinate all general banks’ administrative duties.
Assist in monitoring and ensuring that administrative and office services expenditure is kept within the approved budget limits.
Assist in maintenance of up to date inventory of all the banks vehicles, office machines, furniture and other equipment and ensure that all such assets are at all times maintained in proper working condition.
Ensure office buildings, furniture, fittings and equipments are secure and operate efficiently. To work closely with Departmental Heads to ensure adequate services are provided to all staff
Assist in allocation, maintenance and alteration of all office buildings and equipment, and ensure a high standard of cleanness and tidiness throughout the office environment.
Assist in ensuring physical security at the Head Office and Zonal Offices is well arranged. Supervise use of all banks' motor vehicles and scrutinize returns on maintenance and fuel. Perform any other related duties as may be assigned by the Supervisor from time to time.
Qualifications, Knowledge and Experience
Bachelor Degree in Public Administration, Business Administration, Human Resources or related discipline from a recognized University/ Institution.
At least two (2) years work experience in a reputable institution in a similar field.
Must have experience in handling multiple tasks in a busy office.
Excellent interpersonal skills.
Must be a team player, very self motivated and able to work under minimum supervision.
Strong written and communication skills.
Should have computer skills.
Programmer/ Web Developer 
Nature and Scope
The successful candidate shall report to the Manager, Systems and Applications Administration He/ She shall be responsible to translate project specifications, problem statements and procedures to detailed logical flow charts for coding into programs. Develop and customize computer programs to meet business requirements.
Duties and Responsibilities
Perform systems analysis to understand business requirements, identify problems, and advise appropriate course of action.
Develop and write computer programs to store, locate, and retrieve specific documents, data, and information based on business requirements and ensuring attainment of system change management procedures
Make appropriate modifications through change management process.
Provide support to coordinating development and implementation of Information Communication Technology (ICT) Strategy in order to facilitate and support smooth operations of the Bank.
Provide support to advising Management on suitability of existing and future ICT software
Provide support to ensure that the planning and development of ICT systems is designed and carried out in an orderly, cost effective and efficient manner
Provide support to overseeing the designing and maintenance of procedures ,rules and regulations for the development and application of ICT software
Provide support in following up with service providers
Provide support in coordinating the development of an in- house database and other programmes to ensure safe custody of data and information
Provide support in coordinating programming activities including system designing, documentation of procedures, and operation of computer and peripheral equipment  
Provide support on advising the management on computer training needs for Bank employees
Maintain good working relationships with other divisions, departments and units as well as external stakeholders. Undertake any other duties as assigned by the supervisor
Qualifications, Knowledge and Experience       .
Bachelor of Science degree in computer, information and communication technology or related discipline from a recognized University/ institution.
At least three years of working experience in a reputable institution in a similar field
Good computer programming knowledge including XML,PHP,JAVA and HTML/ XHTML, relational database systems such as MySQL, MSSQL or Oracle.
Must be a team player, very self motivated and able to work under minimum supervision
Strong written and communication skills.
Procurement Officer
Nature and Scope
The successful candidate will work in the Procurement Management Unit and report to Head of the Unit. He/ She will be responsible for procuring, ordering, receiving, storing and issuing of store items to all user departments. He/She will also assist the Unit to perform Procurement Management Unit activities such as preparation of tender documents and selection of procurement methods.
Duties and Responsibilities.
Initiate material requisition and maintain stores ledger and records.
Provide stock, reconcile ledger and prepare quarterly reports.
Liaise with supplies/stakeholders to ensure timely delivery of goods and services and inspect them before being accepted into the stores.
Participate in the preparation of Annual Procurement Plan.
Prepare purchase orders as per approved tenders/quotes.
Ensure creditors payments are in accordance with company payments terms.
Co-ordinate and prepare tender documents to ensure the production of realistic and commercial tenders.
Ensure that all records are in order for audit purposes.
Propose policies and procedures for all work involving contracts for the procurement of general services.
Establish a data bank of suppliers for the bank and assist in managing suppliers relationships and service level agreements (SLA's).
Carry out any other related duties as assigned by the Supervisor from time to time.
Qualifications, Knowledge and Experience
Bachelor Degree in Procurement/Materials Management or related discipline from a recognized University/Institution.
Registered by the Procurement and Supplies Professionals and Technicians Board (PSPT).
At least two (2) years working experience in procurement and storekeeping.
Good written and communication skills.
Should have computer skills.
Records Management Assistant
Duties and Responsibilities
Ensure proper maintenance of files and documents in the Registry.
Ensure timely filing of all incoming mail and routing same to respective officers.
Ensure timely posting of letters and collection of mail from the post office.
Maintain an up to-date index of all files.
Ensure a clean and properly arranged Registry.
Ensure proper use and safekeeping of registry equipment e.g. the Franking Machine
Carry out any other related duties as assigned by Superiors from time to time.
Qualifications, Knowledge, and Experience
Diploma in Records Management, Office Management or related discipline from recognized institution.
At least three (3) years work experience in a reputable institution in a similar field.
High degree of integrity.         
Must be a team player, very self-motivated and able to work under minimum supervision.
Able to communicate in both English and Kiswahili.     
Should have computer skills.
Business Development Officer
Duties and Responsibilities
Provide support to driving different business engagements and initiatives across the Bank in conjunction with the Head of the Department.
Provide support to promoting a pro-business mindset and culture in the Bank's environment.
Provide support to developing, orchestrating and implementing effective internal and external business strategies.
Provide support to coordinating the strategic performance planning process across the Bank.
Maintain good working relationships with other divisions, zones and departments as well as external stakeholders.
Carry out any other duties assigned to him/her by supervisor.
Qualifications, Knowledge and Experience
Bachelor Degree in Business Administration, Economics, Finance, Accounting or related discipline from a recognized University/ Institution.
At least two (2) years relevant work experience in business development and/or relationship banking.
Must be a team player, very well self motivated and able to manage and priotize work load with minimum supervision.
Strong written and oral communication skills with ability to write documentation in a concise and focused style.
Strong analytical and report writing skills.
Should have computer skills.
Senior Legal Officer
Duties and Responsibilities
Check all legal issues pertaining to Loan applications before, during and after approval to ensure the bank's interests are safeguarded. Prepare loan/security documents and ensure prompt registration of the, security documents at the relevant registries.
Investigate statutory registers to determine legal status of loan applicants, securities and borrowing capacities.
Prepare information and report to the Legal Counsel and Secretary to the Board that conditions precedent to disbursement has been fulfilled as per the respective agreement.      .
Ensure that borrowers fulfill all terms and conditions in the loan agreements at all times.
Ensure that borrowers fulfill all statutory requirements (under the Companies Ordinance, Bank of Tanzania regulations/guidelines or any others) at all times.
Assist in preparation of documents for civil suits/litigation and advise on the retention of lawyers or conduct of court cases for the bank.
Assist and represent the bank in all legal matters outside the bank and in courts.
Carry out any other related duties as may be assigned by the Legal Counsel and Secretary to the Board.
Qualifications, Knowledge and Experience
Bachelor Degree in Law (LL.B) from a recognized University/Institution.
Must be a Registered Advocate.
At least three (3) years relevant work experience in a reputable institution.
Strong written and oral communication skills with ability to prepare legal documents in a concise and focused style.
Highest degree of integrity, excellent and well developed interpersonal and organizational skills.
Must be a team player, very self-motivated and able to manage and prioritize work load with minimum supervision.
Should have computer skills.
Head of Marketing and Corporate Affairs
Nature and scope
The successful candidate shall report to the Director of Strategic Planning and Corporate Affairs. He/she will be responsible for marketing, protocol issues, coordinating bank's publicity, corporate communication including overseeing the maintenance of good relations between the bank and its clients as well as the general public and media houses.
Duties and Responsibilities
Market existing bank products & services and carry out market surveys in order to identify new business opportunities/areas.
Formulate and implement appropriate marketing plans in order to attain set objectives.
Formulate and implement corporate communication plan both internally and externally.
Oversee all protocol issues relating to handling of visitors including VIPs from within and outside the country ensuring all necessary logistics are in place including hotel reservations and preparation of information bulletin on hotel accommodation.
Prepare and service the bank's high level meetings and conferences and ensure venues, timetables, meeting/conference badges and name plates are properly coordinated and prepared.
Organize functions including, dinners and cocktail parties, arrange photographs and coordinate procurement of gifts and souvenirs for the visitors.
Design, publish and distribute various service promotion aids such as brochures, leaflets, calendars, press releases, business leaflets and website aimed at promoting the bank's products and image.
Take part in formulating bank strategy policies and procedures to match with customer's taste and behavior.
Establish and maintain a contact with individuals and organizations that have been identified as key business influences by developing and managing the bank's relationship with business associates, government ministries/departments/agencies, embassies and the public observing all protocol matters.
Monitor local media, analyze and review news and business events to inform management of significant developments and identify emerging future issues that might impact on bank's image.
Liaise with news media including issuance of press release and responding to media inquiries concerning the bank, organize and arrange news conference, press launches, exhibitions and trade fairs, present the bank, and act as the first line bank's spokesperson at a community and other public events.
Lodge and closely follow up applications for residence/work permits for guests and consultants employees of the bank, and ensure smooth receipt and dispatch of the bank guests and consultants on their travel to and out of Tanzania.
Carry out any other related duties as may be assigned by the Director of Strategic Planning and Corporate Affairs.
Qualifications, Knowledge and Experience
Bachelor Degree in Marketing, Business Administration, Public Relations or related discipline from a recognized University/Institution.
At least five (5) years working experience in a bank or financial institution with at least two (2) in a senior position.
Knowledge of bank products, services and delivery channels applicable to the market served.
Excellent and well developed interpersonal and organizational skills.
Strong written and communication skills with ability to write documentation in a concise and focused style.
Must be a team player, very self motivated and able to manage and prioritize work load with minimum supervision.
Should have computer skills.
Possession of a Master's degree will be an added advantage.
Senior Officer- Monitoring & Supervision 
Duties and Responsibilities
Ensure loan documentation is complete and that all conditions precedent are met prior to disbursement of funds.
Ensure loan funds are used by project promoters for purposes approved by the bank.
Confirm the technical specifications of the proposed plant and machinery to meet the objectives of the project.
Ensure the implementation time schedules are adhered to.
Visit project sites and preparing call reports.
Prepare periodic reports on the performance of projects and defaulters.
Follow up on the repayments of all loans.
Ensure the securities pledged to the bank do not deteriorate.
Provide continuous feedback on performance of borrowers and to identify actual or potential problems early so that timely adjustments to project operations can be made.   .
Ensure operating and financial performance of each project is adequately assessed, early warning signals identified and corrective
Carry out any other related duties assigned by Supervisor from time to time
Qualifications, Knowledge and Experience
Bachelor Degree in Business Administration, Economics, Finance, Accountancy, Banking, Land Management and Valuation, Building Economics, Real Estate Studies, Civil Engineering, Mechanical Engineering, Agriculture Economics, Crop Science, Agriculture Engineering or related disciplines from a recognized University/ institution.
At least four (4) years working experience in a commercial bank or financial institutions.
Strong written and oral communication skills with ability to write documentation in a concise and focused style.
Excellent developed interpersonal and organizational skills.
Must be a team player, very self-motivated and able to manage and prioritize work load with minimum supervision.
Should have computer skills.
Senior Internal Auditor 
Duties and Responsibilities
Plan, budget and schedule audit operations.
Participate in the preparation and updating of the internal audit manual, audit policies, procedures and system.
Review, appraise and report on the soundness, adequacy and application of financial management and risk mitigation control procedures .
Conduct special audits and investigations and present the report to the Chief Internal Auditor.
Analyze data for evidence of deficiencies in control, duplication of effort, extravagance, fraud or lack of compliance with approved management policies.
Ensure that audit reports and recommendations including those by the external auditors and BOT examiners are implemented.
Carry out any other related duties that may be assigned by Chief Internal Auditor from time to time.
Qualifications, Knowledge and Experience
Bachelor Degree in Accounting, Commerce or related discipline from a recognized University/ institution.
Internationally recognized professional accountancy qualification such as CPA(T), ACCAACA or any other recognized accounting professional qualification.
At least three (3) years post qualification practical audit experience at Senior level in a recognized audit firm or reputable financial institution.          .
Strong analytical and report writing skills.
Strong written and oral communication skills with ability to write documentation in a concise and focused style.
Must be a team player, very well self-motivated and able to manage and prioritize work load with minimum supervision.
Good knowledge of banking policies and practices.
Should have computer skills.
Senior Officer - Project Finance
Duties and Responsibilities
Identify and develop business relationships with prospective clients in conjunction with the Zonal Manager and other staff, in line with the bank's business strategy.
Prepare credit papers (pre-appraisal reports, AFCs, client visit reports, etc.) within agreed quality and timescales.
Collect, evaluate and document all required customer information and process credit applications for approval.
Analyze credit applications and advise clients on financial and economic issues that could affect the credit and/or the business.
Assist in developing and maintaining the project finance activities of the bank.
Assist clients applying for the bank's facilities and services and examine incoming applications/facility requests for correctness and completion.          .
Propose, develop and execute any ancillary services to the bank's clients.
Ensure thorough risk control in credit appraisals.
Prepare reports pertaining to credit facilities processing and management.
Establish good customer relationships including cross selling of all TIB products, to achieve set targets.
Carry out any other related duties as may be assigned by Supervisors.
Qualifications, Knowledge and Experience
Bachelor Degree in Economics, Finance, Accountancy, Banking, Land Management and Valuation, Building Economics, Real Estate
Studies, Civil Engineering, Mechanical Engineering, Agricultural Economics, Crop Science, Agricultural Engineering or related discipline from a recognized University/ institution.
At least four (4) years working experience in credit assessment and/or banking relationship management pertaining to credit delivery to medium and large scale companies.
Strong analytical skills.
Must be a team player, very well self-motivated and able to manage and prioritize work load with minimum supervision.
Strong written and oral communication skills with ability to write documentation in a concise and focused style.
Should have computer skills.
