The USAID | DELIVER PROJECT is a USAID-funded global technical assistance project aimed at increasing availability of health and family planning commodities through procurement services and strengthening supply chains in developing countries. The project is implemented by John Snow, Inc.
The project is seeking a Country Director to manage the implementation of a logistics and commodity security program in Malawi. The Country Director represents the project to the USAID Mission in Malawi, the Ministry of Health (MOH), cooperating agencies, and community organizations. S/He promotes commodity security through collaboration and best practices in the forecasting, financing, procurement, storage, distribution, and information management of health commodities as requested by the MOH and USAID/Malawi. The Country Director reports to the Regional Manager (RM) in the project’s home office in Arlington, Virginia, USA and works closely with the project’s staff members and other partners in Malawi. This is a full-time position requiring on-site presence in Malawi with considerable domestic travel and some international travel.

RESPONSIBILITIES

• Overall responsibility for planning and coordination of all project activities and personnel in Malawi.
• Organize and oversee in-country technical assistance and supply chain performance monitoring.
• Partner with the RM and TMs to develop and implement a long-term strategic plan and an annual workplan and budget, in conjunction with the USG team, host-government Ministries, other cooperating agencies and other key stakeholders.
• Overall management oversight of a parallel system for storing and distributing health commodities. Support contractual and technical needs by liaising with warehousing and transportation providers as appropriate.
• Provide support to the MOH pharmaceutical management system by overseeing and managing technical assistance in commodity forecasting and quality assurance mechanisms for health commodities. Provide direct technical assistance as required.
• Coordinate technical working groups in Malawi and resolve logistical problems affecting the various programs within the project’s mandate. Coordinate with the government of Malawi, USAID and other organizations regarding specific logistics issues.
• Define the scopes of work for short-term technical assistance, obtain travel approvals, organize and manage activities related to short-term technical assistance.
• Lead supervision of project staff based in Malawi. Ensure appropriate functions and staffing in the field office.
• Ensure that field office personnel understand and follow JSI and project administrative and financial standard processes and procedures.
• Maintain effective communication with the project management team in the home office, USAID, as well as public, private, and FBO/NGO sector implementing organizations.
• Maintain positive and productive working relationships with in-country clients and partners. Ensure that the project understands and effectively responds to their needs and requirements.
• Represent the project in Malawi, including participating in policy-level meetings with USAID, USG, the MOH and other host government ministries, other donor agencies, NGOs/FBOs and other cooperating agencies.
• With US-based colleagues, develop and apply an indicator-based system performance plan that encompasses both commodity security and logistics management indicators, including commodity shipments, which adheres to defined project-wide performance measures.
• Oversee finances and cash flow and ensure adequate availability of project funds to complete required project work, working with project financial administrators and backstops to assure that JSI and USAID policies and procedures are followed.
• Stay cognizant of key political decisions being proposed nationally that will affect the work of the projects and/or could affect JSI as an organization.
• Identify, assess and pursue opportunities for the project in accordance with the targets set out in the USAID Mission objectives, seek opportunities to work with civil society organizations and collaborate with other donors including the Global Fund, World Bank, and bilateral organizations. Identify, coordinate and support plans for supporting the supply chain through JSI Logistics Services contracts.

QUALIFICATIONS

• Graduate degree in international administration, pharmacy, public health, training, procurement, logistics, supply chain management or equivalent education or equivalent work experience.
• Significant developing country experience in supply chain management.
• Proven ability to effectively network and negotiate with host government agencies, USG representatives and managers, USG contractors, and NGO community. Proven success in engaging USAID and senior local government clients. Strong representational and interpersonal skills.
• Proven success in managing and implementing USAID-funded public health programs or projects in a developing country context, with five years or more management experience preferred. Experience with USAID management and financial procedures.
• Proven ability to rapidly analyze an existing situation, understand its strengths and weaknesses, and build on its strengths to achieve program objectives. Strong advocacy skills and ability to negotiate for appropriate next steps.
• Strong capacity in strategic planning for public health program implementation.
• Proven ability to manage workplan activities and budgets.
• Strong experience in managing, motivating, and supervising teams. Proven capacity to work independently and to function as an effective member of a multi-disciplinary team.
• Work experience with both private sector and public sector is desirable but not required.
• Excellent written and oral communications skills in English.

Salary commensurate with experience.
