Under the general supervision of the Head of the Investigation Division and Investigation Coordinator and the direct supervision of the Investigation Team Leader the incumbent is expected to:
a) Collect, screen and handle information and evidence in accordance with standard operating procedures.
b) Lead sensitive and complex interviews which require specialist skills and considerable experience such as the interview of particularly vulnerable witnesses, high level suspects and important overview witnesses.
c) Undertake the review and analysis of gathered materials and actively contribute to evidence review and the disclosure process;
d) Manage contacts with external persons including victims, witnesses and intermediaries; e) Plan, participate and lead field missions;
f) Take responsibility for the development of leads and avenues of investigation.
g) Give, pursuant to the instructions of the Team Leader, operational lead to other members of the Investigation team;
h) Advise the Investigation Team Leader on investigation procedures and techniques to be used;
i) Participate in the preparation and timely review of investigation plans;
j) Serve as Team focal point in one or more core functions such as Witness Protection, Evidence Management or Information Processing and Management; ensure quality control, timely execution of tasks and full compliance with established practices;
k) Provide expert advice on how to use existing international and other networks to further investigations of the Office of the Prosecutor;
l) Appear before the Chambers, when required;
m) Perform other duties as required.
Essential Qualifications
i. Relevant university degree; preferably in Law, Criminology or other relevant fields, for example in Human Rights, Psychology or Journalism
OR
A diploma in criminal investigation from a law enforcement academy. A combination of relevant training in crime investigation techniques and extensive investigative experience may be acceptable in lieu of the academic requirements.
ii. Relevant experience in either one of the following categories:
A) At least seven years experience (five years with an advanced university degree) with criminal/financial investigations, investigations of serious human rights violations or investigative analysis, with a special focus on complex, large-scale cases;
OR
B) at least seven years of experience (five years with an advanced university degree) working with NGO/IGO or International Commission of Inquiry, with a special focus on complex, large-scale cases; experience in working with police and justice organizations;
iii. Significant experience conducting investigative interviews of victims, witnesses and suspects;
iv. Expert knowledge of investigation techniques and procedures;
v. Knowledge of the requirements of international criminal law concerning the elements of crimes and modes of liability;
vi. Excellent ability to organize complex and voluminous amounts of information and evidence;
vii. Experience conducting or participating in financial or other complex investigations;
viii. Excellent research, analytical and problem-solving skills, including familiarity with analysis techniques.
ix. Excellent ability to communicate effectively with police, NGOs, journalists or other relevant networks;
x. Ability to work under stressful conditions;
xi. Ability to work effectively in a multi-cultural and multi-disciplinary environment;
xii. Actively participate in the management of the Division and contribute to the development and implementation of strategic objectives.
xiii. Ability to work in a non-discriminatory manner, with respect for diversity; professional and personal integrity.
KNOWLEDGE OF LANGUAGES
Fluency in either of the working languages of the Court, English or French, is essential. Working knowledge of the other is desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian, Spanish) would be considered an asset.
