The International Rescue Committee (IRC) is one of the world’s leading humanitarian and post-conflict development agencies, supporting communities in over 40 fragile, failed and developing states. The IRC responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. The IRC is currently preparing a proposal in response to a USAID Request for Applications (RFA) entitled “PEACE III”. The proposed project will aim to strengthen cross-border conflict management in the Horn of Africa by 1) improving responsiveness of regional and national institutions to cross-border conflict, and 2) strengthen local cross-border conflict management.
The Institution Strengthening Specialist will provide technical input, guidance and leadership on institution strengthening and organizational capacity-development components of the proposed project. He/she will be responsible for bringing best available practices and innovative approaches to bear in implementing the proposed project in accordance with the cooperative agreement, USAID regulations and under the overall direction of the project Chief of Party.
Responsibilities: • Lead in the design and delivery of capacity building needs assessments for civil society, government and cross-border institutions; • Design, in close collaboration with project partner agencies, focused capacity-building plans for civil society and state agencies around institutional development and identified technical themes; • Provide technical advice and input on monitoring strategies around institution strengthening themes.
Requirements: • Advanced degree in social sciences, international development, political science, or other related field; • Minimum five (5) years of relevant professional experience supporting institutional development programs with experience in the Horn of Africa strongly preferred; • Demonstrated ability to provide actionable, practical technical advice to a range of stakeholders or partner agencies; • Demonstrated exemplary diplomatic and interpersonal skills; • Previous experience of USAID-funded programs preferred; • Strong track record in working in partnership with diverse organizational stakeholders, developing and implementing appropriate and targeted learning and capacity development activities in support of programmatic partnerships; • Strong communication skills, both oral and written; • Demonstrated ability to communicate effectively in English, both verbally and in writing
