Multilevel Governance and REDD
Overview
Since 2009, CIFOR has conducted a multi-donor funded Global Comparative Study on REDD+ (GCS-REDD+) in nine countries (initially Indonesia, Brazil, Bolivia and Cameroon, and later including Peru, Tanzania, Vietnam, DR Congo and Nepal). The project began as a four year global comparative research study on first generation REDD+ demonstration and readiness activities and has since expanded to address a number of related topics.
The project currently consists of research on national policy processes and strategies, project level activities, monitoring and reference levels, synergies between adaptation and mitigation, benefit sharing mechanisms, multilevel governance (MLG), landscape level approaches to land use decisions, land tenure rights and knowledge sharing. Overall, the goal of the project is to provide policy makers and all levels of governance and practitioner communities with the information, analysis and tools they need to ensure effective and cost efficient reduction of carbon emissions with equitable impacts and co-benefits such as poverty alleviation and biodiversity conservation.
The Post-doctoral Fellow will oversee project activities in Peru, with particular emphasis on multilevel governance research, and support both MLG research in other countries and other REDD+ research in Peru. The MLG research has two central goals: to identify options for the design of governance institutions and organisations for the development of a just and transparent benefit sharing system and to improve the design of multilevel institutions and processes to overcome economic and policy barriers to REDD+ implementation and other low carbon land use options. Research will contribute to policy change through engagement in partnerships in Peru and the production of policy relevant solutions.
Duties and Responsibilities
The Post Doc Fellow is expected to:
- Build and maintain partnerships, monitor climate change issues and develop new research in Peru
- Support research on multilevel governance in REDD+ strategy and policy development
o Coordinate and participate in research in Peru
o Provide support and training for researchers (students, partners and consultants) in multilevel governance theory and methods in Peru and other participating countries as needed
o Work closely with the researchers from all participating countries and ensure comparability and quality of data and outputs
o Contribute to global and national comparisons
- Support research on REDD+ national politics and policies by facilitating and conducting research and analyse data on the politics of REDD+ and the related policy processes, policy discourses, policy networks and policy outputs by applying innovative methods for qualitative and quantitative analysis
- Facilitate the work of other project activities under CIFOR’s global comparative study working on climate change in Peru
- Work closely with national and subnational partners and engage in knowledge sharing and capacity building
- Contribute to proposal writing
- Publish articles together with partners and other scientists in this research area
- Travel to other research countries and meetings as required

Requirements
Education, Experience and Technical Skills:
- PhD in the social sciences, with a strong background in social theory (political science, sociology, anthropology), with expertise in comparative analysis of qualitative and quantitative data.
- Knowledge and experience in forests and/or environmental governance, political economy, climate change mitigation and adaptation.
- Knowledge of REDD, multilevel governance and the political economy of land use and deforestation.
- Experience in the creation, management and analysis of large datasets (survey, interview data) and quantitative and qualitative data analysis computer software packages.
- Experience in project management and partner liaison.
- Fluency in English and Spanish, with excellent writing skills.

Terms and conditions
- Competitive remuneration in US dollars commensurate with skills and experience.
- The appointment will be for a period of two years with a possibility of extension contingent upon performance, continued relevance of the position and available resources.
- The duty station will be at CIFOR in Lima, Peru office.
