With poor governance being one of the underlying causes of poverty and social injustice and with policy influencing being one of key intervention strategies to fight poverty and defend dignity, governance and advocacy are integral parts of the program quality and learning (PQL) function at CARE Tanzania.
Whereas the main responsibility of the PQL function is to promote reflective learning leading to program quality and evidence of program impact, the primary responsibility of the Governance and Advocacy Coordinator (GAC) is to coordinate CARE Tanzania’s efforts to better mainstream governance and advocacy at work place and into its Mwangaza Program work.
Guided by the Mwangaza program document, the PQL Strategy, and the Governance and Advocacy Strategies, the GAC shall have the responsibility and authority for efficient, effective and harmonious integration of CARE Tanzania’s governance and advocacy interventions, building of staff and partner capacities in governance and advocacy themes, facilitation of reflective sessions on governance and advocacy work, and facilitation of CARE Tanzania’s participation in strategic governance and advocacy forums, networks and alliances.
The GAC reports directly to the Program Quality & Learning Director (PQLD) and is one of the senior program leaders at CARE Tanzania. S(he) is first of all responsible and accountable to the PQL Team to provide expert governance and advocacy knowledge within and through the team. Secondly, s(he) is responsible and accountable to the Senior Program Management Team (SPMT) and the Senior Leadership Team (SLT) to actively participate in their team activities.
MINIMUM REQUIREMENT
Masters degree/ Post Graduate Diploma in Law, Public Management, Political Science, Development Studies, Social and Poverty Analysis and Social Work or other related disciplines; At least four (4) years with relevant governance and advocacy experience; Technical experience on governance and advocacy program development and management including monitoring, evaluation, documentation and learning; Experience in establishing and maintaining collaborative relationships with donors, government, local government authorities, networks, CSOs, private sectors, academia/ research institutions and community members; Demonstrated skills and experience in policy engagement and advocacy; Demonstrated knowledge and experience in strategic planning and contextual analysis in governance and advocacy; Demonstrated knowledge and experience in leading project/program design and preparation of concept notes and proposals for a range of international donors; Demonstrated team work spirit including ability to establish and nurture a reflective learning culture within the team; Demonstrated leadership and interpersonal skills, including strong representation and negotiation skills; High levels of integrity and self-initiative; Excellent oral and written skills in English and Kiswahili; Computer skills in MS Word, Excel; Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS, participatory approach and sustainable development
