ALERT & PREVENTION ANALYST

The African Union, established as a unique Pan African continental body, is charged with spearheading Africa’s rapid integration and sustainable development by promoting unity, solidarity, cohesion and cooperation among the peoples of Africa and African States as well as developing a new partnership worldwide. Its Headquarters is located in Addis Ababa, capital city of Ethiopia.

The Commission of the African Union invites applications from citizens of Member States for a position of Alert and Prevention Analyst in the Department of Peace and Security.

Job Title : Alert & Prevention Analyst

SUPERVISOR: Head, Prevention and Alert Unit

Directorate: Peace and Security (ACSRT)

Duty Station: Algiers, Algeria

2. MAJOR DUTIES AND RESPONSIBILITIES:

a) Process information, particularly strategic, political and security information

b) Real-time monitoring of conflicts 
c) Assist in conducting research on the terrorism phenomenon 

d) Follow-up multidisciplinary action plan for preventing combating of terrorism and Crisis Management 

e) Assist in the preparation of research studies in relation to the prevention and combating of terrorism 

f) Geographical marking of the terrorist phenomenon 

g) Conduct audits and evaluations of systems for prevention and combating terrorism in Africa 

h) Assist in the preparation of recommendation reports and follow up on their implementation 

i) Analysis of Threat and Measures trends 

j) Gather Lessons Learned and identify ‘Best in Class’ measures and mechanism with regard to the prevention and combating of terrorism 

k) Conduct Risk Analysis and Critical Assets Analysis 
l) Assist in the simplification of processes already in place 


m) Analysis of surveys and research on the terrorist phenomenon, particularly in the field of preventing and combating of terrorism

n) Analysis of audits and assessment of prevention and protection systems existing within member States of the African Union

o) Assistance in the development of multidisciplinary action plans for preventing and combating of terrorism

p) Assistance in the Interpretation of national, regional and African Legal Instruments for the prevention and combating of terrorism to determine needs, gaps and identify best in class and to assist in the implementation of recommendations at the National, Regional and African level. 

q) Analysis of the development, implementation and improvement of National and Regional Legislation and regulation to ensure compliance with the African and International Legal Instruments and requirements. 

r) Follow-up on the implementation of Measures, Mechanisms, Procedures and Policies produced by the center. 

s) Working closely with the Training and Equipment Unite to Assists in the development of adequate training programs with education and awareness for government security programs. 

t) Embedding Lessons Learned/Best Practices and trends in the Centers performance excellence cycle 

Participation on and contribution to continuous process/quality

u) Participation on and contribution to continuous process/quality improvement teams or initiatives

v) Assistance in the development of policies and procedures for the prevention and combating of terrorism.

w) Gathering, processing, evaluating and communicating security compliance ratings/status

x) Assist in development and documentation of risk management products, including risk registers, risk scoring templates, risk mitigation plans, and contingency plans using tools (such as Monte Carlo analysis, including Crystal Ball)


3. EDUCATIONAL QUALIFICATIONS: 

Candidates must have a minimum of a Bachelor Degree in international affairs, national security studies or related subjects, preferably with a strong African focus or other regional expertise, with a background in research and analysis. 

4. WORK EXPERIENCE: 

Candidates must have five (5) years of relevant experience in legal positions in government, public or private sectors. 


5. OTHER RELEVANT SKILLS REQUIRED:


a) Excellent skills in information processing 

b) Command on computer, particularly decision-making tools and Geographical Information Systems 

c) Excellent ability to planning, organizing, directing, developing and implementing Projects 

d) Experience with quantitative analysis tools and tools for Data Treatment and Processing (Data Where Housing and Data Mining) 

e) Effective verbal and written communications, including active listening skills and skill in presenting findings and recommendations 

f) Knowledge of scheduling software and Electronic Planning tools such as Microsoft Project and Primavera Project Planner 

g) Excellent ability to work under pressure and to deadlines 
h) An eye for detail and a sharp, enquiring mind 

i) Excellent ability to get to grips with new databases/applications in a limited time frame 

j) Backgrounds in business, government, the diplomatic service, International affairs, the armed forces, journalism and the academic world. 

k) Excellent knowledge of physical security principles, equipment and applications 

l) Applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information. 

6. Language Requirement:

Proficiency in one of the African Union working languages. Proficiency of one or several other working language(s) would be an added advantage.

7. Age Requirement:
Candidates must preferably be between 25 and 35 years old

8. Tenure of Appointment:

The appointment will be made on fixed term contract for a period of three (3) years, of which the first twelve months be consider as a probationary period. Thereafter, the contract will be for a period of two (2) years renewable, subject to satisfactory performance and deliverables.

10. Remuneration: 

Indicative basic salary of US$27,892.00 per annum plus other related entitlements e.g. post adjustment (48% of basic salary), housing allowance (US$17,222.40 per annum), education allowance (75% of tuition and other related expenses for every eligible dependent up to a maximum of US$7,800.00 per child per annum), etc for internationally recruited staff of the Commission.
