World Lung Foundation seeks an experienced expert familiar with health care delivery in low-resource settings to facilitate the transition to local stewardship and sustainability of a model program for comprehensive emergency obstetric care (CompEmOC) in Tanzania. Based in Dar es Salaam, Tanzania, the Senior Consultant will play a major role in supporting WLF’s Maternal Health Program in Africa.
SPECIFIC RESPONSIBILITIES INCLUDE:
Assist the project director as described below:
• Build strategic relationships with government, non-government and donor organizations who have a stake in maternal health in order to advance and prioritize National, Provincial, and local policy planning for CompEmOC
• Support the Project Director to introduce processes, procedures and tools for conducting a Monitoring and Evaluation system to improve clinical skills and decision-making into the future
• Support advocacy efforts to raise the profile of CompEmOC
• Develop a transition plan, with timelines and mileposts for the Government of Tanzania to completely take over and sustain program by 2014
QUALITIES AND QUALIFICATIONS:
• 15 years in program, health systems and management experience in low-income settings, ideally in sub-Saharan Africa; experience in donor to government transition
• Excellent oral and written communication skills
• Experience in working with governments, NGOs and donors
• Policy development experience
• Master’s degree, doctorate level a plus.
• Fluent in English and Kiswahili
• Must be able to travel to remote villages in Kigoma, Morogoro and Pwani regions at least 50% of time
