Scope: The Environmental Health(EH)/WASH Coordinator is responsible for the organization and technical oversight of all water and sanitation projects and activities, ensuring that they are relevant, successfully implemented and sustainable. This role involves 4 key areas of activity:
- Strategic leadership – Responsible for the EH vision of IRC Ethiopia, the EH Coordinator will continually assess the internal and external environment and guide programming decisions (funding applications, partnerships, deployment of resources etc) towards this vision, ensuring that EH objectives are met.
- Resource mobilization and capacity building – The EH Coordinator will mobilize resources towards the achievement of the EH objectives and vision by leading relevant organizational capacity building, strategic partnership development and appropriate fundraising efforts.
- Quality Control and Oversight – IRC Ethiopia has a large EH portfolio, including refugee and development projects around the country. EH projects presently involve design, construction and contract management activities of a reasonable level of complexity. The EH Coordinator – in collaboration with the senior management of IRC Ethiopia - creates, deploys and reviews systems to ensure these activities are performed with consistent approaches and quality, and on time.
- Proposal Development and Reporting – IRC Ethiopia’s program has multiple donors, with a continuing need to develop new proposals and to monitor and report on progress for ongoing projects.
- Representation – represent the Ethiopia EH team within IRC and to GoE, donors, collaborating NGOs and private sector service providers.
Responsibilities: Strategic Leadership • Regularly re-assess the internal and external environment for the EH sector in IRC, and identify and communicate the need or opportunity for changes such as geographic areas of programs, programmatic approaches, team structures and operational systems. • Review and update EH strategy on a periodic basis (at least once every 12 months) in order to reflect the changing situation in Ethiopia and any changes in the global IRC Ethiopia strategy. • Ensure that all IRC project proposals are aligned with the the Country Program Strategic Plan, EH Sector Strategy and strategic needs and that they are realistic in scope and scale and appropriately budgeted; review the final draft of all proposals. Resource Mobilization and Capacity Building • Ensure that the IRC EH team has the required skills and motivated staff to fulfil on its objectives through robust recruitment and performance management and the provision of appropriate mentoring and training. Institute a systematic, targeted capacity building program to enhance staff skills. • Identify strategic partnerships and opportunities to leverage the combined capacity of IRC and other organizations towards common EH objectives. • Effectively communicate, coordinate and negotiate with key personnel and departments within IRC to identify, analyze and resolve bottlenecks and identify ways to optimize performance.
Quality Control and Oversight • Ensure that robust systems are in place for the production and review of designs, budgets, bills of quantity, specifications, contract and tender documents for the production of effective ned high quality structures, services and promotional programs. • Lead monitoring, evaluation and learning activities to ensure responsive, evidence-based programming approaches. • Provide senior EH staff with the resources and support they need to effectively advise field teams, and to identify mistakes and initiate the required corrective actions.
• Regularly assess project progress across the program and address delays through EH staff deployments, resource mobilization and performance management mechanisms, engaging other departments and the senior management team as appropriate.
Proposal Development and Reporting • Lead needs assessments and proposal and budget development for new projects in all secotrs of the EH portfolio. • Develop and incorporate innovative programming approaches in line with the EH strategy and goals. • Work with the Grants Unit in the preparation of interim and final donor and internal reports. Representation • Attend WASH cluster and Emergency Task Force coordination meetings • Represent IRC EH team & projects to visitors, donors etc
This position reports to the Deputy Director for Programs/
Requirements Essential: • BSc. Degree in Civil Engineering or similar, including hydrology, hydrogeology, hydraulic engineering, water resource engineering, preferably with water specialization; • Minimum 5 years experience in EH/WASH projects overseas, preferably in an NGO environment; • Significant experience in project management, including large scale development projects. • Strong technical design skills. • Previous experience supervising and managing a multi-disciplinary team in a cross-cultural setting • Previous experience in writing EH/WASH proposals • Excellent English writing skills • Hygiene promotion project management experience • Strong interpersonal & diplomacy skills
Desirable: • USAID, OFDA, ECHO, EC, DFID proposal writing experience • Practical hygiene promotion experience • WASH emergency response project experience • Flexible and able to quickly adapt to the instructions of the IRC Ethiopia staff and the demands of the situation. • Must be organized, efficient and able to work autonomously with minimum supervision.
