Tetra Tech ARD (http://www.tetratechard.com), a leading international development consulting firm based in Burlington, Vermont and Washington, D.C., is currently accepting expressions of interest from qualified candidates for a position as Compliance Specialist on Tetra Tech ARD’s active Rule of Law Stabilization Program in Afghanistan. The overall goal of the program is to work to improve the accessibility, reliability, and fairness of Afghanistan's formal justice system. The Project seeks to accelerate the modernization of Afghanistan’s judiciary by addressing two important pillars: Capacity Building of the Judiciary and of the Faculties of Law and Shari’a; and Public Legal Outreach and Awareness through Strategic Communications.
Responsibilities:
*Guarantee compliance with Tetra Tech ARD’s and USAID’s administrative and financial management standards, procurement policies, and regulations within the Afghanistan working environment;
*Responsible for the timely execution of risk-based internal audits in accordance with an annual audit plan;
*Assisting with other audit matters and activities;
*Provide permanent quality assurance of internal control systems by operating as an independent structure within the project staffing.
Qualifications:
*Bachelor’s Degree in Accounting, finance, or a relevant field required, Masters Degree preferred;
*Professional qualification such as Certified Internal Auditor (CIA), or Certified Public Accountant (CPA) or Certified Information Systems Auditor (CISA), Chartered Financial Analyst (CFA)or equivalent;
*At least 8 years of relevant professional work experience and technical competence in auditing of financial institutions or treasury areas of large corporations;
*At least 8 years of relevant professional work experience and technical competence in auditing of financial institutions or treasury areas of large corporations;
*Thorough knowledge of banking and treasury products and the corresponding internal controls which surround such products in a dealing environment;
*Excellent oral and written communication skills in English, including the ability to clearly and concisely prepare and discuss findings and recommendations at all levels and to produce factually accurate audit reports

*Must be extremely dependable, trustworthy, and flexible;
