The Center for Victims of Torture is seeking a Country Director to provide leadership for a new psychosocial program based in refugee camps in northern Ethiopia, serving individuals who have suffered torture and war trauma. The Country Director is responsible for start-up and effective implementation and management of the program, in a manner consistent with with organizational values, policies and procedures, and commitment to program quality. The position has a one-year, renewable employment agreement beginning in September. This may be an accompanied post. The position is based in Shire, Ethiopia.

We are an international nonprofit dedicated to healing survivors of torture. We provide direct care for those who have been tortured, train partners around the world who can prevent and treat torture, and advocate for human rights and an end to torture. We are headquartered in Minnesota with offices in Africa and the Middle East.
Primary Responsibilities:
• Program Management: Strategically direct program resources in order to achieve program goals. Manage program start up and oversee program operations by coordinating activities with UN, humanitarian aid agencies and government ministries; and overseeing establishment and implementation of program assessments, objectives, activities and evaluations. Ensure compliance with government regulations and liaise with government officials. Serve as primary liaison with headquarters.
• Program Development: Represent CVT with donors, potential donors, international and national organizations, and other stakeholders. Develop funding proposals. Prepare and submit reports required by donors, CVT, and other stakeholders.
• Financial Management: Monitor all financial aspects to ensure all CVT and donor-required policy controls are carried out. Prepare and submit forecast budgets and financial plans.
• Staff Management: Develop a team of refugee, national and international staff members who are committed to maintaining the values of the organization and achieving program objectives. Ensure compliance with all labor/employment laws.
• Partner Relations and Community Building: Develop and maintain strategic relationships with community leaders and NGO partners in order to facilitate achievement of program goals.
• Operations Management: Liaise with headquarters and ensure policies and plans are implemented. Ensure effective coordination of all logistics, including management of vendor contracts, facilities, transportation, equipment, supplies and other acquisitions.
• Safety and Security Management: Develop and implement security policies relevant to the country and the region. Monitor security situation on an ongoing basis and adjust practices to respond to evolving security risks.
Qualifications:
• BA degree required in International Development or related field. Graduate degree preferred. • Minimum 4 years experience in relevant management and supervisory experience in an international NGO.
• Familiarity with mental health programs desired.
• Familiarity with private, US government, UN and multi-lateral funders.
• Experience with financial management of NGOs.
• Demonstrated ability in donor proposal development, implementation, project monitoring, evaluation, and negotiating skills.
• Experience in program start-up, including managing contractual relationships with local vendors • Strong participatory leadership and interpersonal skills.
• Excellent oral and written communications skills; strong computer skills.
• Excellent organizational, administrative and management skills. • Demonstrated ability to manage self-care, and to promote staff well-being. • Experience in developing and implementing effective security policies and procedures in unstable environments. • Ability to live and work in a small urban city with only basic amenities. Ability to travel daily for 1-3 hours on roads that may be unpaved.
• Flexibility and adaptability to work in an environment in which needs and priorities may evolve.
• Fluency in English. • Experience living and working in Horn of Africa desirable.
