POSITION SUMMARY
The Peace Building & Gender Technical Advisor/Program Manager (PM) will be responsible for the overall project management, implementation and oversight of the project. The PM will manage and Coordinate Project teams in Puntland, Somalia, in the regions of Bari (Carmo), Mudug (Xarfo), Sool (Boocame), Sanaag (Badhan) and Garowe to promote women’s participation in peace and development efforts in Puntland. S/He will oversee the planning and implementation of all project activities and ensure that objectives are achieved. The program manager will also provide adequate and timely technical guidance, supervision, capacity building and management support to the staff and actors involved in the project. S/He will report to the North Area Coordinator, through e-mails, telephone calls and periodic reports, as required.
POSITION PURPOSE
The role of the Program Manager will be to manage resources and coordinate the efforts of team members and third-parties in order to deliver the project according to plans and the conditions of donor contracts. The Program Manager will also define the project’s objectives and, in collaboration with the Nairobi based Program Quality Team, oversee quality control throughout its life cycle. • To manage, coordinate, deliver and report to the Area Coordinator and Senior Management on the project’s operations status in Puntland and be responsible for project implementation and delivery and the resulting outcomes. • To establish, build and lead the development of a cohesive appropriate project approach in line with Adeso’s Country and Regional strategies and project objectives. • To work as part of Adeso’s Somalia management team, refining, developing and improving program approaches and systems, supporting the Area Coordinator and Country Director to build and deliver the most effective and sustainable development interventions.
SPECIFIC ROLES AND RESPONSIBILITIES
• Lead the implementation of the Promoting Women’s Political Participation for development of Peace and Security in Puntland (PROWOPP) program at the field level; • Overall establishment and management of the PROWOPP program including recruitment of staff when necessary. Responsible for ensuring efficient and smooth running of the offices and coordination between sub-offices, HQ and other projects; • Assist the country director in identifying strategic opportunities for mainstreaming peace building processes; • Assist in developing and maintaining productive working relationships with key partners in the field as Ministry of Women Development and Family Affairs (MOWDAFA) related to gender, peace building and conflict resolution; and • Advise the country director on issues related to governance and peace building. • Oversee effective and efficient management of all of the peace building project activities and ensure it meets its stated objectives, is of high quality, well managed, and remains innovative and responsive to the changing needs; • Build the capacity of existing local authorities, various interest groups, local and national decision-makers and partners on peace and conflict resolution approaches; • Ensure strict compliance to Human Resources, Finance and Operational policies and procedures and relevant donor regulations; • Work with the Area Coordinator to produce and update job descriptions for the recruitment of new staff, and participate in recruitment, staff inductions, line management and de-briefing as per Adeso’s policies; • Represent Adeso to local authorities, donors, international and national NGOs and UN agencies when approved by the Area Coordinator or Country Director; • Document lessons learned from project activities and support the Communications Officer with relevant materials as required on the PROWOPP program; • Oversee the project budget and ensure strict adherence to the approved budget and submission of all supporting documentation for expenses to Nairobi per required donor guidelines and schedules. • Compile monthly internal reports to the Nairobi office and donor reports as per contract; • Coordinate activities with other Adeso Projects in Puntland for cross learning and improved quality of programming; • Contribute to field based learning of Adeso and its partners, on related aspects, such as compiling and publishing results and impacts; • Consult with the Program Quality Unit to develop appropriate monitoring and evaluation tools and train staff to use these tools; • Ensure implementation of M&E tools and integration into project activities; • Work collaboratively with staff, interns, community, stakeholders and participants to strengthen program components; • Undertake assessment, reviews and other monitoring activities according to plans; • Develop project proposals and assist in fundraising for programs in North Somalia; • Participate in activities on developing the strategy for the respective thematic areas for Adeso; and • Any other duties as required within the level and authority of this position.
SKILLS AND QUALIFICATIONS
Essential • A minimum of a Master’s degree in Social Sciences, Political Science, International Affairs, International Development studies, Gender/Women's Studies, Human Rights or a related technical field; • Holds a Bachelor’s degree but has substantial experience in any of the above-mentioned or a related field; • At least 5 years relevant experience in programming on gender issues, and peace and conflict resolution; • Demonstrated knowledge and understanding of programming for gender-responsive peace building; • Experience providing policy advice and technical assistance on women, peace and conflict resolution; • Strong project management experience, including experience in proposal writing, strong M&E skills, budget management and financial monitoring, and donor reporting. • Excellent knowledge of and experience with humanitarian guidelines and principles; • Experience in budget management and knowledge of financial procedures; • Ability to multi-task, meets short deadlines, and effectively handles stressful situations; • Excellent verbal and written communication skills; • Fluency in English; • Strong interpersonal skills and ability to establish, motivate and maintain effective working relations with the project team and other field staff; • Proven ability to lead and work effectively with others to achieve results; • Proficiency in computer applications such as Microsoft Word, Excel, and PowerPoint; • Ability to live and work in an isolated area in conditions of limited comfort; and
Preferred • Prior field experience in a conflict or post-conflict context; • Experience supporting women's organizations; • Experience of managing European Commission projects and grants; and • Somali language skills--Somali speakers strongly preferred
