BACKGROUND:

Somalia is facing chronic emergency due to ongoing fighting for more than two decades coupled with recurrent droughts and floods. The result of this emergency has been an increase in the humanitarian players both local and international. The nutrition situation across Somalia remains largely critical to very critical with a median Global Acute Malnutrition (GAM) rate of above 20% in most of the southern parts of the country where the majority of the population live and a relatively better situation in northern part. The nutrition cluster under the Humanitarian Country Team (HCT) currently has a total of over 80 regular NGOs participating in the cluster meetings on a monthly basis in Nairobi and over 120 active nutrition players throughout Somalia responding to nutrition issues through over 1900 basic nutrition services centers. Field cluster coordination has been rolled out to all the zones with about 7 field cluster meetings established in the south central zone alone, 1 in North West Zone and two in North East zones. The need for comprehensive and coordinated humanitarian response of high standard of predictability, accountability and in partnership with key stakeholders is of paramount importance. In order to achieve more nutrition strategic responses and better prioritization of available resources there is need to clarify better the roles and responsibilities of humanitarian organizations within the cluster at all levels as well as managing/packaging the information from partners in a better and usable manner. Given the increased number of players in the cluster, sustained chronic humanitarian situation, sustained prevalence of malnutrition at critical or very critical levels, the need for strengthened and coordinated information management cannot be ignored.

PURPOSE: The increased needs in all parts of Somalia has led to a need for an strengthened and coordinated information management in order to respond to the increased needs in a comprehensive manner using an increased number of partners. Nutrition Information Management Specialist, will be part of the nutrition cluster coordination team whose key role will be systems strengthening for general cluster coordination, data collection, analysis, and sharing of key cluster information necessary for the cluster stakeholders to avoid duplication and gaps (effective resource management) and make informed (evidence based) strategic decisions.

ACTIVITIES AND TASKS The Nutrition Information Management Specialist will be responsible for facilitating and guiding the Nutrition cluster by performing the following functions:

Information Management. • Work with cluster partners to have a well-prioritised plan of information Management activities that provide all the relevant and strategic information needed to manage the cluster activities, and achievement of cluster targets. • Maintain information on all current and potential cluster partners, their capacities and areas of work • Maintain and adapt agreed simple nutrition programme reporting formats and collate all the data provided by partners into a database, desegregated by gender, age, region on a regular basis. • Coordinate with other cluster information managers for complementarity and cross-cluster analysis of information on the emergency programmes. • Map out all nutrition cluster information for different stakeholders on a regular basis Nutrition Cluster Coordination

• Participate in nutrition cluster coordination with focus on o identifying , mapping, establishment and maintenance of appropriate coordination mechanism for humanitarian partners, o needs/gap assessment, reporting and promotion of emergency response actions within the relevant policy guidelines, technical standards and relevant commitments o promote and support training of humanitarian personnel and capacity building of humanitarian partners, based on the mapping and understanding of available capacity;

Situation Monitoring and Assessment • Ensure that all cluster partners have timely and accurate information of change in conditions of children, women, and their families and facilitates information exchange therein in order to support planning and measurement of program impact. • Regularly share cluster information with partners and relevant stakeholders as necessary.

Programme Performance Monitoring. • Ensure that the planning function of the cluster has quality information to assess progress towards expected periodic results on a regular basis. • Share with partners on a monthly basis the collated country/region/partner-wide nutrition statistics against agreed performance indicators.

Capacity Building. • Provide guidance and support to cluster partners to meet the expectations and requirements of their positions and responsibilities. • Provide training on data collection, analysis and management to partners on a regular basis.

KEY DELIVERABLES Nutrition Statistics Database • Regularly updated nutrition interventions matrices (IMAM, IYCF, Training, Screening databases etc) 4W Matrix • Regularly updated 4W matrix that meets needs of nutrition cluster partners in Somalia. • Quarterly analysis of 4W, for reporting, strategy development • Quarterly feedback of 4W information, in useful format for nutrition partners • Identification of any potential duplication in interventions Needs and Gaps • Regularly updated summary of needs and gaps for the nutrition cluster General IM tools • Support the cluster support officer in maintain a detailed contact list for all cluster partners, observers etc • Develop and maintain a user friendly centralised electronic filing system for the cluster. Mapping • In close cooperation with OCHA, cluster support officer and other cluster partners produce regular, 4Ws, Intervention, funding, partners, needs, and gaps analysis maps. QUALIFICATION AND COMPETENCIES Education • Advanced Degree in nutritional sciences, public health, nutrition information management, epidemiology, biostatistics or related field. Experience • At least five years in nutrition information management and coordination work preferably in UN agencies, NGOs or government. • Knowledge of the nutrition-related technical guidelines, standards, and indicators • Proven statistical analytic skills • Knowledge of mapping techniques • Ability to translate planning specifications to technical briefs for data capture and analysis. • Ability to present information in understandable tables, charts, graphs and maps.
