• GPSA Start-Up (first six months):
o Provide strategic support to the Program Manager of GPSA towards development of the Secretariat including establishment of the Steering Committee;
o Oversee and facilitate collaboration with relevant Bank units in the preparation and submission for the SC’s approval the foundational documents that will underpin the operation of the GPSA (Charter, Operations Manual including eligibility criteria for grants, etc.);
o Support the launch of the Partnership’s knowledge platform and the establishment of the Roster of Experts.
• Management and Administration of the MDTF and Grant-Making Process:
o Help mobilize contributions to the MDTF and maintain close collaboration with actual and potential donors and other partners that may be interested in providing externally-managed parallel funding ;
o Help to manage the grant-making process and the portfolio of grant-funded activities to ensure strong alignment with strategic GPSA goals and strong oversight of fiduciary, social and reputational risks of activities financed by the Trust Fund.
• Design of the Knowledge Component:
o Play an integral role in establishing partnerships with global, regional, and local institutions to connect to existing and new knowledge on social accountability, including the use of new technologies such as mobile, geo-spatial, and social media;
o Build-in impact assessments in GPSA grants to generate new knowledge on ‘what works when’ and new tools and evidence based approaches describing ‘how to’ undertake social accountability, commissioning new research and toolkits where needed;
o Facilitate multi-stakeholder dialogue, peer exchange, and e-learning at global and country levels, in partnership with CSO networks and through a vibrant knowledge portal.
• Technical and Administrative Support and Reporting to the Steering Committee (SC):
o Provide technical and administrative support to the Steering Committee;
o Prepare and present annual work plans and budgets for SC consideration and endorsement;
o Prepare packages for grant decision no-objections; and,
o Ensure regular reporting (to SC and Bank’s Executive Board) on MDTF activities, using an agreed Results Matrix.
• GPSA Communications and Outreach Program: Maintain and foster partnerships with key players to promote the role of civil society in social accountability, leveraging the Partnership and its capabilities, including through global and regional workshops and events and the management of a dynamic website.
• Collaboration with Washington-based and Country Units: Help to design the framework for periodic reporting to SDN and WBI VPs on progress of the GPSA and maintain close collaboration with country teams to ensure successful management of the Trust Fund at the local level.
• Supervision and closing of previous CSF program. Under the general direction of the Program Manager, finalize disbursement for FY12 grantees, coordinate supervision of FY 12 grantees (ongoing for 18 to 24 months), and ensure appropriate closing and evaluation of the program.
