IntraHealth International is soliciting applications for a Project Director’s position based in Juba, South Sudan. The Project Director is responsible for the overall leadership and program management, including human resources and technical services. S/he will oversee and manage IntraHealth’s work to reduce the spread of HIV in South Sudan, working closely with the Ministry of Health (MOH), the South Sudan AIDS Commission (SSAC), US Centers for Disease Control (CDC), and other stakeholders by creating and implementing a broad range of HIV activities focusing on HIV prevention, care, and support. The Project Director will also support HIV/AIDS policy development which will involve liaising with the MOH, SSAC, stakeholders, as well as local and external donors. Additionally, the Project Director will manage the project sub-grantees in order to support their work in HIV prevention, care, and support.
The Project Director will report to the Technical and Operations Manager based in Chapel Hill. S/he will be expected to travel in South Sudan and internationally up to 50% of the time. The Project Director will also assist in information gathering and proposal writing for other project development opportunities.
Specific Responsibilities
Project planning and management
• Provide overall management and financial oversight for all project activities, training and technical assistance.
• Lead the implementation process and work collaboratively with the MOH, SSAC, sub-grantees, and CDC in the design and development of project activities.
• Liaise with CDC to obtain approval for work plans and budgets for all country-level work.
• Supervise the implementation of all project activities, ensuring that performance schedules are observed, outputs are completed, and project targets reached according to schedule and within budget.
• Ensure program implementation is cohesive with the United States President’s Emergency Plan for AIDS Relief (PEPFAR) and South Sudanese national policies, guidelines and objectives.
• Liaise with the sub-grantee partners in the design and conception of proposals, budgets, work plans, and targets.
• Ensure that the project maintains technical excellence that corresponds with the results framework and is in accordance with international and national standards.
• Participate in program development activities, identifying new funding sources and taking the lead technical role in country-specific proposal writing initiatives.
• Provide financial oversight ensuring that the project is properly budgeted and that spending reflects budget planning.
Technical oversight
• Provide technical leadership and clinical guidance to the project team as well as sub-grantees; identify problem areas in the implementation process and facilitate solutions together with CDC, the MOH and sub-grantees.
• Track health sector trends in the country and region; work with the Project team and CDC to determine how IntraHealth can respond technically and programmatically to the changing needs.
• Ensure technical approaches are sound, appropriate, and approved by the MOH and CDC.
• Develop all work plans and budgets according to CDC requirements, providing strategic technical guidance and leadership to the project team.
• With support from the Chapel Hill office, lead the process of developing, monitoring, and reporting on the results framework for the project.
• Coordinate and work closely with the MOH, SSAC and CDC, and keep them informed by tracking, coordinating and reporting information related to all project activities.
• Coordinate with the South Sudan PEPFAR team in the development of annual Country Operation Plan (COP), and submission of the Sub and Annual Program Results.
• Ensure timely provision of feedback and guidance both to country and Chapel Hill staff concerning the functioning and effectiveness of various components/activities of the project.
• Lead the development and submission of technical progress reports as well as financial reports in accordance with CDC requirements and IntraHealth procedures and standards.
• Actively participate in the design, implementation and monitoring of interventions related to planning, training, curricula review and health workforce development including new innovations to increase HIV/AIDS clinical capacity of health workers.
• Provide technical lead in Strategic Information as well as monitoring and evaluation.
• Work with HQ to develop new methodologies and approaches based on field experience and lessons learned and integrate them into program design and training approaches.
• Encourage technical synergy between technical program team personnel.
Partnership Building
• Develop and continuously improve relationships with CDC, MOH, SSAC, the sub-grantee partners and other stakeholders working on HIV/AIDS in South Sudan by gaining access, building credibility, and establishing trust.
• Establish working relationships and ongoing dialogue with the principal policy and decision makers within the MOH, SSAC and other government agencies, training institutions, professional associations, donors, civil society and other interest groups to assure that project activities are relevant and appropriate to the HIV situation in South Sudan.
• Represent IntraHealth in all high level meetings as well as HIV/AIDS-relevant policy and strategy exchanges in South Sudan.
Qualifications and Skills
Essential
• Master’s degree or equivalent experience in Public/International Health, Public Administration, Health or related disciplines, Social Sciences or Development.
• 6 years’ work experience in HIV/AIDS program implementation in low resource settings.
• Demonstrated success in a managerial role of a comparable program, managing professional, technical and financial resources on a similar scale preferred.
• Ability to interact productively and proactively with MOH and SSAC officials, CDC and other donors, sub-grantee partners and civil society organizations.
• Track record of strong commitment to sharing knowledge, documenting experience and supporting creative initiatives.
• Self-starter with competence to assess priorities and manage variety of complex activities in a time-sensitive/emergency environment, and meet competing deadlines.
• Flexibility and ability to perform in a difficult physical and resource-poor environment.
• Computer literacy in Word, Excel, Power Point.
• Ability to travel 50% of the time
Preferred
• Experience in delivering HIV/AIDS-related trainings and intervention programs.
• At least 8 years’ successful experience working with national governments on the development and implementation of health programs in the developing world, preferably in Africa.
• Demonstrated understanding, thorough knowledge of, and familiarity with HIV/AIDS dynamics in South Sudan.
• Ability to build a strong team to meet technical deadlines and programmatic targets.
• Excellent organizational skills and attention to detail as well as excellent oral and written communication skills in English.
• Familiarity with CDC operating protocols and procedures.
