The USAID | DELIVER PROJECT is a worldwide program managed by John Snow, Inc. (JSI) and funded by the United States Agency for International Development (USAID). DELIVER strengthens the supply chains of health and family planning programs in developing countries to ensure the availability of critical health products to customers. PATH and other subcontractors support the Project in areas of Procurement, Logistics, Quality Assurance and Communications. This position reports to PATH and is seconded to the project procurement team which consists of a mix of PATH, JSI and Crown Agents staff.
The Procurement Specialist is responsible for the management of procurement requisitions for contraceptive, pharmaceutical and related products offered under the DELIVER contract. Responsibilities include preparation of RFPs, tenders, purchase orders and the negotiation of awards, with a focus on Reproductive Health. The Procurement Specialist works under the direction of the Procurement Manager.
Specific responsibilities include:
- Facilitate the management of relationships with major suppliers for timely performance of the procurement process in the acquisition of quality assured commodities.
- Works under the direction of the Procurement Manager in the preparation and execution of contract mechanisms, including purchase orders and major framework agreements with vendors (IQCs).
- Works closely with the Demand Planning and Operations Managers on production quantities and scheduling.
- Partner with the Quality Assurance Manager on product specifications and other product quality issues, and to ensure that all commodities procured under this contract meet the appropriate USG standards for quality, efficacy and safety or other such appropriate standards.
- Follows procurement policies and standard operating procedures. May assist in developing standard operating procedures.
- Ensures that procurement is carried out in accordance with DELIVER contractual requirements, including US Federal Acquisition Regulations (FAR).
- Contributes to the preparation of requests for approvals and/or waivers.
- Monitors manufacturer performance and proposes solutions if problems arise.
- Ensures that procurement data in the MIS system is maintained and up to date.
- Works with the freight forwarding team to expedite fulfillment of emergency orders as it applies to specific contract actions or negotiations.
- Works with the manufacturer, in-country teams and programs in support of commodity registrations as required.

Required Skills:
- Strong self-management skills.
- Excellent organizational, planning, negotiating, and problem-solving skills.
- Excellent written and verbal English language skills required.
- Demonstrated ability with Microsoft Office, including databases, spreadsheets and presentations; and ability to learn new software packages.
- Authorization to work in the US required.
Required Experience:
A proven record of at least three years in pharmaceutical and/or contraceptive markets, desired experience with malaria commodities. Commercial and negotiating skills in international supply required. Experience with USAID and/or other Federal Acquisition Rules. Experience and availability to travel and work internationally if needed.
