Position Title: 4-H Africa Managing Director
Reports to: Director, Global Projects, Global Clover Network, a subsidiary of National 4-H Council (USA)
Type of Position: Part-Time (50%) Contract ending May 2014
Salary: Commensurate with skills and experience. Relocation is not available for this contract
Location: On-continent preferably in a grant funded 4-H partner country (Ethiopia, Ghana, Kenya, South Africa, and Tanzania)
Travel: Regional and International
Citizenship: The position is open to African Union nationals who are willing and able to work in Sub-Saharan Africa

Job Summary: The Global Clover Network, a subsidiary of National 4-H Council (USA) seeks a policy professional to lead Africa focused policy development for youth in agriculture for Global Clover initiatives. A key role of this position will be to work with the public and private sectors in African countries where 4-H is currently operational to help shape policies that influence the role of youth in agriculture and development in Africa, through policy, research, analysis, and recommendations.
About Global 4-H: 4-H programs have taken root in more than 70 countries in North, South, and Central America, Europe, Asia and Africa. Worldwide, 4-H programs operate autonomously but all share the goal of improving the lives of 7 million young people and their families. Around the world, 4-H is proven as an effective tool for agricultural and economic development. 4-H “graduates” have skills that enable them to craft a sustainable livelihood for themselves and their families, and will enter adulthood ready to serve as catalysts for positive change in their communities, economies, and governments. In Africa particularly, 4-H currently engages close to 200,000 young people in 11 countries. With the support of the Bill and Melinda Gates Foundation and DuPont, 4-H will increase the capacity of staff and volunteers to aggressively expand the program across the continent over the next 2 years, while reaching 250,000 young people with agriculture and economic skills.
RESPONSIBILITIES
· Supervise 4-H Africa Program Director.
· Commission and conduct research and produce written reports and policy position statements.
· Under the direction of the Global Projects Director, engage local, national and international policy makers through policy research, analysis and recommendations.
· Facilitate African country-led 4-H organizations' participation in the development of the African and Global Clover Network: shared governance criteria, fundraising strategies, regional and country-based needs assessments, communications, on-line resources, etc.
· Lead regional public and private partnership development for program support and implementation.
· Apply diplomacy and conflict transformation skills on collaborative and shared governance processes with African country 4-H organization partners and colleagues in the Global Clover Network.
· Support President & CEO (USA), Africa 4-H Program Director and fundraisers in cultivating, soliciting, recognizing and reporting to donors and public/private partners.
QUALIFICATIONS
· Professional experience in the cultural contexts of Sub Saharan Africa required.
· Experience working in the public sector, agriculture or youth field highly desirable.
· Masters or graduate degree in international development, public policy, political science, business, agricultural education or economics, nonprofit management or related field preferred.
· Minimum 10 years of professional experience in both multicultural and dynamic leadership roles.
· Demonstrated success working in a team environment.
· Facilitation skills and experience a plus.
· Goal-oriented and proficient in prioritizing and managing multiple tasks with varying deadlines.
· Excellent project management skills.
· Must be a self-starter with strong leadership and management skills.
· Excellent verbal and written presentation skills.
· Fluency in English required; Fluency in multiple languages preferred.
· Superior interpersonal skills and problem resolution skills.
· Intermediate knowledge of Microsoft Office.
· Extensive regional travel.
PHYSICAL REQUIREMENTS
Long periods of sitting at computer. Lifting up to 20 lbs. Position requires ability to work for prolonged periods of time at high levels of activity and the ability to sit for more than four hours per day, reading, listening, bending and manual dexterity skills; skills essential for successful communications include speaking and writing.
ENVIRONMENTAL WORKING CONDITIONS
Ability to work in various settings, including hotel rooms, conference rooms and home office.
