UNDP Training Consultant

UNDP is a key partner to the Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria (GFATM) and is the UN agency assuming the role of Principal Recipient of GFATM grants in Sudan. As the Principle Recipient of 5 grants from the Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria (GFATM), UNDP is managing the largest fund portfolio in the Arab region. In its role as Principal Recipient, UNDP ensures quality financial management, timely procurement of supplies, and efficient monitoring and service delivery.

During 2010, the Global Fund identified a high level of financial risk in training activities in several countries around the world. As a result the Global Fund has instituted a new requirement that from 1 April 2011, training activities conducted by PRs, sub-recipients (SRs) and sub-sub-recipients (SSRs) and which are fully or partly funded by the Global Fund can only proceed if they comply with a training plan which has been approved by the Global Fund. The PR is responsible for monitoring and evaluating the adherence of the SRs and SSRs towards this approved training plan.

Aside from a general description of the PR and its grants, the training plans for the respective grants describe the key control measures to ensure value for money such as:
  • A description of the general relevance of the proposed training programme;
  • How training outcomes and effectiveness are monitored;
  • How training schedules are adjusted based on experience and lessons learned;
  • Fiduciary controls in place to safeguard programme expenditures related to training;
  • How per diems are calculated and safeguarded;
  • Measures to ensure competitive sourcing of training resources, etc.
Under the guidance and direct supervision of the GFATM Deputy Programme Manager, the Training Consultant will develop and implement a system and processes for the regular UNDP oversight of the training activities and related expenditures, in compliance with the approved training plan until the system and processes are working to the full satisfaction of UNDP. The Training Consultant will work in close collaboration with the management of the UNDP Global Fund PMU and specifically the finance-administrative section, M&E section and the grant management sections within the PMU.

Duties and Responsibilities

Under the direct supervision of the GFATM Deputy Programme Manager, the Training Consultant ensures the provision of the following deliverables:

Develop and implement systems and processes that allow for the following:
  • Systematically monitor the Sub-Recipient ’s controls of training activities;
  • Systematically verify actual training activities;
  • Systematically verify samples of training attendees;
  • Systematically verify daily attendance registers signed by participants;
  • Systematically monitor the payment of per diems;
  • Systematically verify the veracity of training expenses e.g. per diems, food, travel;
  • Systematically verify incidences and causes of over-expenditure on training.
Identify any deviations from the approved training plans, for the trainings undertaken during the implementation period, and report these to UNDP with recommendations for action in terms of adjusted systems, processes and/or communication to the relevant SRs.

Development of the following tools:
  • A standardized monthly training plan template, in line with the GFATM requirements;
  • A standardized training check list;
  • A standardized training report template, in line with the GFATM requirements;
  • Any other required tools.
The development and proposal for third party payments, i.e. PR or SR (multilateral) pay on behalf of national entity for venue, per diem etc.

In addition to the above deliverables the Training Consultant will be responsible to perform the following duties during the full period of consultancy:
  • Collect, review and approve the monthly submitted training plans, including the list of participants for the duration of the consultancy;
  • Conduct spot checks for training from day one of the consultancy, to ensure at least 15% of during the 9-month period are attended across different states, and feedback is provided through a standardized check list;
  • Review the training reports submitted by SRs for compliance with the required standard, including documented minimum requirements for course completion and daily attendance registers signed by participants, which should be compared with the DSA sheets;
  • Ensure the availability of the supporting documents for training for the period of consultancy for LFA-verification;
  • Hold monthly feedback meetings with the PR and respective SRs as well as national counterparts as to key issues found during the training spot checks and LFA assessment.

Required Skills and Experience

Education:
  • Master’s degree in Business, Public Administration or any development related field or the equivalent in terms of relevant work experience.
Experience:
  • Minimum of 7 years professional experience, which includes experience in monitoring and evaluation, preferably in developing countries;
  • Solid experience in the management of people and systems in high-pressure environments;
  • Strong IT skills;
  • Experience of the relevant UNDP and GFATM policies and procedures highly desirable.

(i) Explaining why they are the most suitable candidates for the work
(ii) Provide a 1 pager brief explaining his/her understanding of the terms of reference for this assignment and indicate the overall approach, methodology, milestones and timelines that she/he will adopt upon taking this assignment
  • Financial proposal
  • Personal CV including past experience in similar projects and at least 3 references.

Award of contract will be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Financial Criteria weight; 30%

The Training Consultant will be hired under Individual Contract and be paid on monthly basis. The financial proposal should therefore specify the monthly fee as a lump sum (inclusive of travel expenses, if applicable and per diems) quoted in separate line items.
