The Prevention Advisor will lead the development and implementation of a comprehensive HIV Testing and Counseling (HTC) and Positive Health Dignity and Prevention (PwP) activities focused on expanding and improving access and uptake of HTC and referral to post test services for individuals, couples, and families in selected urban and rural populations in Zambia. Responsibilities
- Lead the development, implementation and monitoring of an evidence based comprehensive HTC and PWP program working in close collaboration with BCC/Community Mobilization Advisor and district level implementers and stakeholders.
- Build capacity in communities affected by HIV/AIDS to access more effective, gender-sensitive, higher-quality HIV prevention programs
- Design efficient, sustainable, and locally owned responses to HIV/AIDS, including increased engagement with the private sector

Provincial Program Manager - Zambia

PCI is seeking three highly motivated individuals with HIV counseling and testing program management experience, technical expertise and sub-grant management experience to fill the position of Provincial Program Manager (PPM) for Lusaka, Western and Southern provinces. Reporting to the Chief of Party and working in close collaboration with the technical unit.
Responsibilities
- Be responsible for the overall management and effective implementation a HIV counseling and testing program by providing leadership/supervision to provincial level staff; setting priorities for program implementation; and, determining strategies to increase testing at health facility and community level.
- Coordinate and oversee the provincial implementation plan and monitor program activities through reports, field visits, meetings with program staff and other stakeholders.
- Ensure achievement of all program results by constantly reviewing and analyzing HCT related data to assess the program’s successes, failures and gaps including conducting regular data quality assessments.
- Document success stories, share the learning and address identified program implementation gaps promptly.
- Effectively manage sub-grants, from capacity assessments through financial/program management and close out.

The Behavior Change Communication (BCC)/Community Mobilization Advisor will provide technical leadership in the design, implementation monitoring and evaluation of behavior and social change interventions towards promotion of sexual prevention of HIV among the general population and most-at-risk populations (MARPs). Specifically the BCC and community mobilization interventions will focus on improving access and uptake of HIV Testing and Counseling (HTC) for individuals, couples, and families in selected urban and rural populations in Zambia. Interventions will also focus on promoting Positive Health and Dignity and prevention ( PwP) S/he will lead community mobilization activities to address harmful gender norms and create a stigma free environment for uptake of prevention services. S/he will work closely with program partner CBOs to build their capacity to ensure quality of BCC activities in target provinces and districts.
Responsibilities
- Lead the development/review of an evidence-based BCC/community mobilization strategy consistent with GRZ priorities and strategies.
- Provide technical assistance in the implementation, monitoring and evaluation of culturally appropriate BCC/community mobilization activities in target provinces and districts.

The Chief of Party will lead a project focused on expanding and improving access and uptake of HTC and referral and follow-up services for individuals, couples, and families in selected urban and rural populations in Zambia. The Chief of Party will be responsible for the efficient and effective implementation of the project, including overall leadership and management of the project team. S/he will be the main point of contact with the donor and be responsible for preparing written progress reports and other project documentation. S/he will ensure overall program and technical quality assurance, lead project planning and implementation and bear ultimate responsibility for results. The Chief of Party will oversee all aspects of the project with a particular focus on the integrity of program design with a view towards sustainability. S/he will provide strategic guidance, vision, and leadership to the entire project effort and work closely with and supervise the project staff to ensure team work collaboration across program and technical areas. S/he will liaise with GRZ authorities and other stakeholders at the national, provincial and district levels to ensure that the program responds to national priorities.
