Introduction CRS seeks a qualified candidate for Chief of Party (COP) to provide overall direction and leadership to an upcoming USAID systems strengthening program to improve the quality of OVC services in Zambia. The proposed five-year program will strengthen the national OVC response through systems strengthening. The program will promote coordination and harmonized planning and implementation of OVC services; strengthen government and community OVC structures; bolster social welfare human resources; and enhance the policy and regulatory environment for OVC. The overall goal of this project, with an expected value of $13 million, is to improve the quality of OVC services with strengthened systems and policy framework for coordination, planning, implementation; and monitoring and evaluation. The objective of the ZOVSS project is to strengthen the national OVC response through systems strengthening at the central level. Areas of focus include:\

• Promoting coordination and harmonized planning and implementation of OVC services of key ministries.

• Strengthening existing government and community OVC structures

• Bolstering social welfare human resources

• Enhancing the policy and regulatory environment for OVC

Collaborate and build capacity of complimentary DOSS and ZOMIS projects The project will be implemented through a consortium of international and national agencies, in close cooperation with the Zambian Government (GRZ).

Major Responsibilities Technical leadership, quality assurance, supervision, mentoring, administration, finance, monitoring and evaluation, report writing.

Specific Job Responsibilities

I. Program Quality:

  1. With key CRS and consortium member program staff and other stakeholders, ensure program's strategic objectives and results are fully accomplished and meet expected technical quality standards.

  2. Ensure that vision and plans for the program are innovative and are in line with CRS agency and country program strategies.

  3. Oversee periodic technical reviews, ensuring best practices are followed and manage changes in program direction and focus.

  4. In collaboration with program staff, provide guidance and technical oversight to consortium members to ensure that lessons of sound practice are documented and disseminated.

  5. Oversee program's monitoring and evaluation system, using data analysis as the basis for measuring performance. Ensure that M&E learning is incorporated into evolving program plans.

  6. Ensure integration of program interventions with other CRS programs or through linkages with other stakeholders.

  7. With program staff, ensure the delivery of quality training, technical assistance and administrative and financial support to all partner agencies and government, including the selection and coordination of sub-grantees and consultants. 8. Coordinate with other ongoing projects to ensure consistency and avoid duplication.

II. Management and Administration:

  1. Manage program budgets, including tracking of financial and material resources.

  2. Ensure accurate and timely reporting of program finances and progress status, review actual financial performance against the budget, and explain variances on a regular basis.

  3. Ensure staff compliance with all CRS administrative and operational procedures and policies, as well as applicable donor regulations.

  4. Approve program expenditures, budget adjustments, and cost modification requests to donors.

III. Representation and Advocacy:

  1. Provide overall leadership and oversight to the consortium, ensuring that sub-grantees adhere to their assigned scopes of work and sub-award terms, and ensuring all members of the consortium work cooperatively and productively to achieve project objectives.

  2. Provide high-level advocacy with stakeholders in the GRZ, Parliament and the UN system to allow a coherent legal and regulatory environment be created.

  3. Closely coordinates strategic planning with consortium members;

  4. Ensure a very high level of consortium coordination in strategy, approach and communications.

  5. Act as primary program contact to donor, taking responsibility for addressing all program matters, collaborating with the CRS Country Representative on overall donor relationships.

  6. Strengthen linkages with existing and potential partner agencies, in collaboration with CRS Country Representative and Head of Programming.

  7. In collaboration with CRS Country Representative and Head of Programming, manage relationships with the GRZ.

  8. Oversee program communication strategies, in collaboration with CRS Country Representative and Head of Programming, including compliance with donor's branding and marketing requirements as well as CRS marketing and communication procedures.

IV. Human Resource Management:

  1. Lead, manage and supervise a team of CRS and consortium staff to meet program objectives.

  2. Conduct periodic reviews of staff performance in keeping with CRS' performance management system and mentor staff to ensure high levels of motivation, commitment, capacity, and teamwork.

  3. Manage recruitment portfolio for the program, in collaboration with CRS country program management, to ensure optimum service delivery through recruitment of competent and qualified staff.

Key Working Relationships Internal: Country Representative, Head of Programming, Management Quality Director, and Finance Manager. External: Consortium agencies, donor representatives, GRZ representatives (national, provincial and district levels); other stakeholders.

Qualifications and Skills

  1. Master’s degree in social sciences, public health, or other relevant professional advanced degree.

  2. At least ten years of experience in public health, including at least three years of experience in social welfare and HIV/AIDS systems strengthening.

  3. At least five years of experience working with GRZ institutions in capacity building, policy advisory work, and/or systems strengthening; experience working with Ministry of Community Development and Social Services or Ministry of Sport, Youth, and Child Development preferred.

  4. At least five years of experience as a country/project director in a public health and/or international development project.

  5. Demonstrated ability to lead a large-scale, complex program and oversee programming across technical disciplines.

  6. Strong verbal and written communication, interpersonal, and organizational skills.

  7. Ability to cultivate and sustain working relationships with government, civil society, and the private sector.

  8. Strong understanding of social welfare and HIV/AIDS structures and systems in Zambia, particularly as related to OVC.

  9. Willingness to travel extensively to program locations within Zambia and to other places as required.

  10. Fluency in English.
