Sustainable Water and Sanitation in Africa (SUWASA) with funding from USAID is implementing a three year project in South Sudan that will lead to efficient and sustainable provision of urban water services. The project will work with the Government of South Sudan through the Ministry of Water Resources & Irrigation and the South Sudan Urban Water Corporation.
SUWASA is a regional initiative financed by the US Agency for International Development (USAID) and implemented by Tetra Tech ARD (a company based in the USA) from the Regional Office in Nairobi, Kenya. The mission of SUWASA is to foster the transformation of water and sanitation services delivery in Sub-Saharan Africa to achieve long-term financial sustainability through supporting reforms, the application of market-based principles, engagement of the private sector within a conducive policy and regulatory framework.
SUWASA now seeks to employ five senior professionals with the following qualifications and background. All positions are full-time and will be based in Juba and Malakal in South Sudan. Except for the position of finance and office administrator which is only for South Sudanese, all the other four positions are open to local (South Sudanese), regional (within Africa) or international (outside Africa) applicants.
UTILITY REFORM SPECIALIST (REF: URS, South Sudan)
The Utility Reform Specialist will provide guidance to increase technical, financial and managerial capacity and performance of select Urban Water Corporation branches.
Key Responsibilities
a) Developing an appropriate organizational arrangement for the branches; b) Identifying roles to be played by the State Government, the respective UWC branch and the headquarters of the UWC; c) Developing activities in relation to human resources, customer management, operations and commercial activities of the UWC branches - to be implemented by a sub-contractor;. d) Supervise the sub-contractor in implementing the capacity building activities of the UWC branches.
Qualifications and Experience
a) At least a Masters degree in Engineering, Urban Planning, Business Management or any relevant social science; b) Minimum of eight years of experience with a focus on water sector reforms, transformation of public utilities; c) Experience in a utility will be an advantage; d) Clear understanding of the key performance indicators of a utility will be a necessity e) Experience in developing a performance improvement plan is very important. f) A good understanding of operational challenges of urban water corporations in South Sudan would be an advantage; g) Strong analytical and communication skills, methodological rigor and problem-solving ability.
