Background
The Social Transformation Programmes Division (STPD) of the Commonwealth secretariat is one of eleven divisions in the Secretariat and comprises the Education, Gender and Health Sections. The three sections work on key aspects of human development towards the achievement of the Millennium Development goals and the overall empowerment of women. All sections are supported by an administrative support team.
STPD’s Health Section seeks to help countries strengthen their health systems as means to achieve the health-related MDGs. The priority areas include: HIV and AIDS, Health Manpower, E-health, Non-communicable Diseases, Maternal and Child Health. The Health Section has 4 full-time staff. The Commonwealth Secretariat is looking for staff with a strong commitment to health and development, a team player, innovative, as well as strong interpersonal skills.
Job Summary and Key Results expected
The Programme Officer (PO) contributes to the delivery of the core business of the Health Section, specifically managing the assistance to countries, be this through advocacy, development of knowledge, or the creation of new partnerships; the PO supervises and evaluates the work of grantees, reviews and initiates disbursements, and assists in the preparation of terms of reference and contracts. S/he also performs a host of related administrative and support functions, related to partnerships with governmental, non-governmental, civil society, private sector and multi-lateral organizations at Commonwealth and sub regional levels and the organization of the Annual Commonwealth Health Ministers Meeting.
Reporting to a Health Advisers, the officer will contribute to the smooth coordination of assigned projects, programmes and events. The PO will contribute to the design and development of the section’s operations and administrative systems in a manner that facilitates efficient and effective tracking of designated social sector related project outcomes, information and knowledge management activities.
The Programme Officer, Health, under the supervision of the various Advisers in the Health Section will:
1. Be responsible for conducting background research, preparing presentations, and drafting papers/policy briefs, as directed by the Advisers.
2. Assist with the development and the implementation of work programmes in the areas of maternal and child health, human resources for health, HIV/AIDS and e-health.
3. Provide input into the development of a resource mobilization strategy and assist in establishing relationships with key partners including donors/funders and develop proposals for submission for external funding.
4. Collaborate with other divisions of the Secretariat in the development and implementation of projects which have a health component, in particular e-health.
