General Information
The Human Rights Unit promotes the understanding of and respect for human rights in the Commonwealth in accordance with the principles enshrined in Commonwealth Declarations and in UN human rights instruments.
The Human Rights Unit derives its mandate from the various Commonwealth Heads of Government Meeting (CHOGM) Declarations, most recently the Trinidad and Tobago Affirmation of Values, 2009.
With the strategic goal of strengthening democracy and respect for human rights within the Commonwealth, the Secretariat has focused on determining 'best practice' and standard setting; strengthening national and regional human rights mechanisms; increasing awareness of and respect for human rights throughout the Commonwealth, supporting full and positive engagement with the Universal Periodic Review; and mainstreaming human rights across the Secretariat's programmes, including work on rights-based approaches to development.
Job summary
The post holder will assist in the development and implementation of programmes aimed at promoting human rights in the Commonwealth, in accordance with the mandates of the unit. S/he will support the Head of Human Rights to facilitate positive engagement with the Universal Period Review (UPR) in line with the current agreement with the UK Foreign and Commonwealth Office and in co-operation with the United Nations Office of the High Commissioner for Human Rights.
Task description
The Human Rights officer will plan, design and implement programmes to promote human rights through the UPR by:
- Organising and conducting workshops and seminars to support member countries and key stakeholders to prepare for the Universal Periodic Review of the Human Rights Council, and implement its recommendations
- Preparing budgets, project documentation and reports, internally and for external donors
- Acting as facilitator/expert at workshops organised by the Unit or other Secretariat Divisions
- Drafting reports on the outcomes of the workshops
- Proposing follow-up activities
- Networking with other international organisations, especially the UNHCHR, and human rights NGOs to collect and disseminate information and exchange expertise
- Updating and maintaining regularly the Unit's data store and periodically produce project progress reports including money allocation and budget sustainability
- Researching and producing papers to support UPR work, under the direction of the Head of Unit, including drafting programme proposals, contributing to speeches and briefs by and for the Human Rights Unit and drafting papers for Secretariat publication
- The post holder will also undertake any other duties that may be assigned by the Head of Human Rights.
