For the Food Security Technical Secretariat (FSTS), Southern Sudan Centre for Census, Statistics and Evaluation
BACKGROUND
The Food Security Technical Secretariat (FSTS) is a permanent body within Southern Sudan Centre for Census, Statistics and Evaluation (SSCCSE), established with support from the Sudan Institutional Support Programme: Food Security Information for Action (SIFSIA project which is supported by FAO. The FSTS is tasked to provide support to the Food Security Council (FSC) established by the Government of Southern Sudan. It will also render support to relevant GOSS institutions on providing information required for appropriate food security and livelihoods policy and strategy development. The Secretariat has a Coordination Unit and five sections.
The activities of the FSTS includes collection, generation and analysis of food security information and production and dissemination of regular food security bulletins and policy briefs for informing the Government of Southern Sudan (GOSS) on appropriate policies and strategies regarding food security and livelihoods in Southern Sudan. Mechanisms have been established for technical staff from other line Ministries/Commissions to participate in the analysis and production of food security updates, policy briefs and related tasks.
DUTIES AND RESPONSIBILITIES
The successful candidate will be appointed by Danish Refugee Council and will be expected to work closely with the Food Security Technical Secretariat. He/She will provide advisory support to the Technical Staff of the secretariat and will work under the direct supervision of the Coordinator of FSTS in consultation with DRC. He/she will develop work plans in line with the FSTS annual and quarterly work plans and report progress on quarterly. The FS Advisor will work in close coordination with other staff in the FSTS with the guidance of the FSTS.
The specific tasks of the Food Security Advisor will be, but not limited to, the following:
• Manage the South Sudan Food Security Monitoring System.
• Manage the food security database in collaboration with other staff of the FSTS.
• Support regular review and analysis of the FS situation in South Sudan in collaboration with relevant GoSS institutions and development partners.
• Facilitate the drafting and review of regular food security update, market and policy briefs.
• Support SSCCSE in the quarterly Food Security and Livelihoods Analysis Forum.
• Participate in food security coordination forums, working groups and networks.
• Plan and conduct food security training for relevant GoSS and FSTS staff at the state level.
• Support and participate in the design and supervision of surveys and assessments to be undertaken by the FSTS in collaboration with partners.
• Liaise on a regular basis with core stakeholders (Ministry of Agriculture and Forestry, Ministry of Animal Resources and Fisheries, Ministry of Health, Ministry of Humanitarian Affairs and Disaster Management and NGOs) as well as UN, NGOs WFP/VAM, FAO/SIFSIA, FEWS NET, UNICEF, OCHA, etc for food security update and coordination.
• Support Food Security Cluster co-leads is assessing and identifying gaps in the cluster as required.
• Perform other related tasks as required
REQUIRED QUALIFICATIONS
Education:
• Post graduate degree in agriculture, economics, geography or other relevant field from a recognized university.
Skills:
• Thorough knowledge of food security framework and analysis;
• Proven analytical skills using SPSS or any other related software;
• Proven technical report writing skills;
• Skills in designing and running training programmes;
• Good communication skills (both oral and written);
• Ability to work in a multi-disciplinary environment ;
• Experience in food security and livelihoods emergency relief operations;
Experience:
• At least five years of experience in food security and livelihoods.
• Good knowledge of South Sudan.
• Training and/or experience in using computers, including statistical packages, word processing, spreadsheet and other standard WFP software packages and systems.
• GIS analytical skills will be an advantage.
CONDITIONS
Availability: September 2011.
Duty station: Juba, South Sudan
Contract: One year. Salary is $4,000 per month.
