About AGI
AGI is working for a future in which Africa¡¦s development is led by Africans, with governments that are capable of setting and achieving priorities that reflect the rising aspirations and expectations of their citizens. To achieve this vision, we provide practical advice and support to help African leaders to bridge the gap between their vision for a better future and the capacity of their governments to achieve it. We work with countries ¡V currently Sierra Leone, Liberia and Rwanda, but with plans for growth ¡V that are at turning points and where we have had an invitation from the Head of Government to provide capacity development support.
Our model combines the experience of AGI¡¦s founder and Patron, Mr. Blair, with on-the-ground teams of professionals working shoulder-to-shoulder with counterparts in the heart of partner governments - in Presidential Offices, Investment Agencies and key Ministries ¡V to develop capacity and help put in place the machinery needed to drive the delivery of real results on the ground.
We are now looki
ng for team members for our Rwanda and Sierra Leone projects, and to expand AGI¡¦s footprint into new countries, in particular in Francophone Africa.
Roles ¡V AGI Rwanda
We are currently recruiting for a new phase of the AGI Rwanda Project. We began providing support to the Government of Rwanda in July 2008, working in particular in the Office of the President, the Office of the Prime Minister, and the Rwanda Development Board. The Government of Rwanda are currently embarking on an ambitious and innovative Strategic Capacity Building Initiative to drive reform programmes in energy, agriculture, investment and mining. AGI is looking at a number of roles to support the delivery of this initiaitive:
„h Strategic Advisor in the Ministry of Natural Resources, Land, Forests, Environment and Mining The role will be based in the Ministry working directly with the senior leadership to support the Ministry¡¦s planning and implementation capacity; and to support the development of the Ministry to effectively deliver its priorities in increasing productivity and employment in the sector, raising export levels and improving transparency through e.g. the Extractive Industries Transparency Initiative (EITI). In addition to the AGI core competencies, we are seeking a self-starter with experience of delivering organisational change; experience in the sector is necessary.
„h Executive Office Advisor: We have been providing support to the President¡¦s office since 2008. The individual would support the functioning of central government, including supporting Rwandan counterparts in maintaining an effective executive office e.g. preparing speeches, official missions and reporting progress on key strategies. Successful applicants will be able to demonstrate first class analytical and writing skills and significant experience relevant to the role, whether in the international public or private sector, including supporting leaders at the most senior levels of public or private life (for example working with Heads of State, Cabinet ministers or CEOs/senior business figures globally).
„h Communications Advisor: Our work in communications has already developed tools and skills to coordinate cross-government communication and built mechanisms to engage Rwandans in the
policy-making process. In the next 12 months of the project we are looking to embed and further develop this support to strengthen strategic communications and effective cross-government communication. In addition to the AGI core competencies, we are looking for an individual who can demonstrate the professional skills necessary to support a communications team to deliver, whether gained in government communications and/or a media agency.
„h Programme Delivery Leads in Energy, Private Sector Development and Mining: AGI is considering expanding its operations in Rwanda further into these sectors, and we are interested in expressions of interest from people with expertise in the above. In addition to the AGI core competencies, we are looking for individuals with proven project management skills and in each of these fields.
The above positions would start in September 2011, and we are looking for a 2 year commitment.
Roles ¡V AGI Sierra Leone
We are also currently recruiting for the next phase of AGI¡¦s work in Sierra Leone. We have been supporting the Government of Sierra Leone for over 2 years in the Office of the President and the Presidential delivery priorities in health, agriculture and private sector investment. The next phase of work will see the Project through to the Presidential Elections in autumn 2012. We are now looking to strengthen our Project Team with up to 5 individuals in this exciting period, which will include the scoping and preparation for any potential continuation of the programme after the elections:
„h Strategic Advisor in the Office of the President: We are seeking an advisor to support the President¡¦s Chief of Staff and his Private Office in the coordination and implementation of the Government¡¦s priorities, as set out in the Agenda for Change. The role will be based in the Office of the President. In addition to the AGI core competencies, we are seeking an individual with strong stakeholder skills, and experience of working in a Centre of Government and of delivering organisational change.
„h Strategic Advisors in priority Ministries: We are looking for up to three individuals to join the project as Strategic Advisors embedded in the Ministries implementing the President¡¦s priorities, particularly the Ministry of Health and the Ministry of Agriculture. The roles will include support to the management team, advice to senior staff, work planning and performance management (including to the President through monthly stocktakes or annual performance contracts), and coaching and training of staff. In addition to the AGI core competencies, we are seeking individuals with experience of delivering organisational change (in the public and/or private sector) and advising senior leaders. Sector experience is desirable but not necessary.
„h Strategic Advisor in Private Sector Development: Finally, we are seeking an individual to join our private sector investment work, to provide support particularly to the Sierra Leone Investment and Export Promotion Agency (SLIEPA), and advise on e.g. investment promotion and conversion, investment climate reforms, and institutional development. In addition to the AGI core competencies, we are looking for individuals particularly with experience in delivering organisational change and/or investment promotion.
These positions would start between September 2011 and March 2012, and would be for 2 years, subject to plans and funding after the elections in autumn 2012.
Roles ¡V New AGI Projects in Africa
AGI is planning to expand into other African countries over the next 12-18 months, where there is a clear need for our work, and a demand expressed by partner governments. We will be putting together small teams to scope new projects, including in Francophone Africa, and we are particularly interested to hear from fluent French-speakers who also can demonstrate excellence in AGI¡¦s core competencies. These roles will be based in both London and Africa, for 3-9 months.
Competencies
We are looking for outstanding individuals with a proven track record of leadership and delivery and significant professional experience. AGI seeks to create multi-disciplinary teams and are looking for individuals with a background in: international public/civil service; strategy consulting; private equity and finance; and international development. All candidates will need to demonstrate the following core competencies:
„h Excellent project and stakeholder management skills
„h A proven ability to inspire, coach and develop others, including people from different backgrounds and cultures
„h Understanding of organisational design and accountability mechanisms
„h Ability to deliver results in complex and challenging environments
„h Mental toughness and the ability to cope in emotionally demanding environments
„h A creative and entrepreneurial approach to overcoming barriers and making change happen
„h Above all, high levels of enthusiasm, resilience, and a can-do attitude
Experience of living and working in developing countries is desirable but not essential.
Package
Remuneration will be competitive within the international charitable sector and will include provision for flights, housing and relevant expenses in Africa.
