PURPOSE Southern Sudan has just assumed her status of being separated from the north through the recently concluded referendum that took place on the 9th of January this year. Plan International’s offices opened in Juba in 2007 and we have been operating in South Sudan since 2005.
Plan Southern Sudan implements a number of programs and projects in the country including water and sanitation, right to education, right to sustainable livelihood, right to good governance and disaster risk management. Our current partners include UNICEF, the World Food Program, Population Service International, CIDA and other local NGOs.
The purpose of this position is to develop and roll out a Resource Mobilization Plan that meets the fundraising targets envisaged in Plan’s Southern Sudan Programme’s 5 year Resource Mobilisation Strategy. You will provide technical support and advice on proposal development to the resource mobilisation and programme team members at country and field level and you will be responsible for developing and rolling out innovative approaches in mobilising resources at community, local and international levels.
RESPONSIBILITIES •Profile and characterise diversified key donors for targeting, including UN, bilateral, multi-laterals, Government, Corporate, National Offices; The characterization should include, but not limited to: program and geographic area priority, size of grant, proposal submission and approval process, matching fund required or not, funding cycle/period, contact person and address •Work with communication and programme department on the message, products and processes (marketing tool) to be used in approaching potential donors •Launch Plan Southern Sudan Programme in the New Sudan as a campaign for donor acquisition, cultivation, retention and increased visibility and image building •Raise 5 million US$ per year, possibly from diversified donors base •Train at-least 3 staff in resource mobilisation: approach to potential donors and prepare presentation templates and briefs for potential donor meetings
•Develop a ROBUST organisational structure for resource mobilisation unit/department, identifying the competency, expertise and skill, logistics support and investment required for Plan Southern Sudan Program to be an office raising and effectively managing US$56 million by year 2016
KNOWLEDGE & EXPERIENCE •Educated to University degree or equivalent in Economics, Social work, Communications & Marketing or related development field •A master’s degree in development, management, or a related development field is desirable •Demonstrated relevant professional experience in the field of resource mobilisation, grants or any related field including experience in fundraising and resource mobilisation at local and international levels •Knowledge of various donor requirements •Excellent networking and partnership skills including proven experience in networking with local and international NGOs, NOs/donors, Ministry-level partners, and local community-based organisations •Extensive knowledge of program development and management •Proven ability to develop and write grant proposals and concepts and track record in winning proposals •A strong awareness of current issues in the field of development in Southern Sudan •Proven computer skills and knowledge of Microsoft software including MS Word processing, Power point presentation, Access, Excel spreadsheets, e-mail and web based research •Proven ability to work collaboratively in a multidisciplinary team environment
