Intermon Oxfam is looking to fill the position of Food Security & Liverlihood Officer based in Liben/Afder Zone and for Intermón Oxfam emergency response (wash and food security) in southeastern Ethiopia to face the famine/humanitarian catastrophe due to the drought and food situation
Key Responsibilities
Reporting hierarchically to the Field Manager and functionally to the Food Security Manager, the person selected will be responsible for the supervision Food Security, Livelihood and veterinary activities.
FS project management
- To design the response modalities
- To ensure the activities intend to comply with Sphere, LEGS and Oxfam International standards.
- Selection of material resources and equipment for the FS activities with the proper technical properties and quality.
- Detailed proposal and follow-up of the budget related to the project’s FS activities
- To define and to implement monitoring systems in order to supervise the FS activities
- To guarantee a good inputs stock management
Project design and implementation
- To ensure the community participation to all FS activities
- To ensure that the gender approach, the protection and the HIV/AIDS will be taken into account in the FS activities
- To ensure, if possible, the Disaster Risk Reduction activities are being included and to seek continuity with longer-term activities going on in the intervention zone Team management
- FS technical team management. To plan weekly the activities to be executed with the team and to support and to supervise their evolution daily, guaranteeing the work quality.
Coordination and communication
- To coordinate with the finance and logistics departments for a proper and easy implementation of all activities.
- To have a weekly meeting with his team
- To attend the area FS coordination meetings. To inform and to coordinate the FS activities with other agencies and actors conducting similar activities.
- To inform regularly, orally or with written reports, to the RPAH/Emergency manager of the state and progress of activities and identified issues and/or solutions.
- To write down necessary monthly reports on the project FS activities development and technical reports for the financers.
- To participate in the making of new activities proposals, including the technical description and the related budget.
- Documents management (classification) related to FS activities (contracts, reports, evaluations, etc.)
Experience and Skills
- 5 years professional experience in the field with international NGO for food security, livelihood and veterinary programs.
- Previous experience in cash transfer and livestock interventions (de-stocking/restocking).
- Experience in project cycle and team management.
- Knowledge of the sustainable livelihoods approach.
- Diploma in veterinary, agronomy, rural development or similar. Complementary training in humanitarian action desirable.
- English fluent (spoken and written).
- IT: knowledge at user’s level, good knowledge of Microsoft Officer (Word, Excel). Experience with database, data analysis software (Access, Sphinx, SPSS or advanced Excel features) and GIS software (ArcView, MapInfo, QGIS) will be considered as an added value.
Working Conditions
Contract of employment: 3-6 months (renewable). Salary: According to Intermón Oxfam’s country salary scale. Social benefits: Medical, life and accident insurance and children’ benefit. Holidays: According to the working calendar in the country. Working place: Liben/Afder Zone (southeastern Ethiopia). Incorporation: as soon as possible (25th of July 2011).
