Market Analyst P3, Purchase for Progress

The World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. We are currently seeking to fill the position of Market Analyst, P4P at the P3 level, which will become available in our Country Office in Ouagadougou, Burkina Faso. The selected candidate will be expected to travel for extended periods to remote regions and districts.

WFP is broadening the coverage of market analysis as an integral part of food security analysis, to better inform both food and non-food responses such as cash and vouchers (C/V), as well as emerging local and regional procurement (LRP) modalities.
The Market Analyst will play a key role in this process by supporting integration of market analysis into assessments, analyses and monitoring & evaluation of P4P activities.

The Market Analyst will be responsible for the following duties:

• Provide overall technical guidance to the P4P Country Office Coordinator on agricultural market issues;

• Lead market assessments and regularly collate market intelligence;

• Lead joint missions organised by the MoA (Ministry of Agriculture) to determine agricultural production outlooks and zones in risk of food security;

• Monitor the market impact of P4P interventions and provide guidance on programme direction;

• Foster collaboration and cooperation with key agricultural markets stakeholders and learning institutions;

• Act as a focal point for WFP in the UN thematic group on “Rural Development and Food Security;

• Work with the Food Security Analysis units to adopt relevant analytical frameworks, guidance and assessment tools;

• Provide technical support and guidance to the development of country proposals, ensuring coherence and alignment to the overall strategy, and reflect supply-side and marketing contexts in Burkina Faso;

• Lead the development of guidelines and modules for building capacity for in-country long-term sustainability;

• Contribute to the design and implementation of the P4P monitoring and evaluation system and the creation of the logical framework;

• Apply/Implement the baseline tools provided by headquarters and ensure that tools are adapted to the context of Burkina Faso;

• Contribute to the design and organise the collection of data and analysis to monitor the impact of P4P activities;

• Prepare on demand reports and disseminate periodic reports for various stakeholders (P4P Coordinator, Country Director, Office of Evaluation, etc.), including documents outlining current status, best practices, and lessons learned.

Qualifications & Experience Required

Education:

• Advanced university degree in economics, development economics or agricultural economics or similar relevant discipline. Doctorate (PhD) is an advantage.

Experience:

• At least 5 years of postgraduate professional experience in the field of macro and micro economics, food security analysis, vulnerability analysis, emergency needs assessment, quantitative analysis, humanitarian operations, or a closely related area;

• Experience in relief, development or research which includes market analysis.

Technical Skills & Knowledge:

• Proven field market assessment experience is an advantage;

• Sound knowledge of agricultural development, especially supply-side and agricultural marketing issues;

• Innovative data collection, analysis and research skills (both qualitative and quantitative). Proven research experience is an advantage.

Language:

• Working knowledge (proficiency/level C) of English and French;

• Intermediate knowledge of another UN official language (Arabic, Spanish, Russian, Chinese) or WFP’s working language, Portuguese is an asset.

Terms and Conditions

Selected candidates will be employed on a fixed-term contract with a probationary period of one year.
