ANNOUCEMENT FOR M & E INDIVIDUAL CONSULTANT FOR 6 WEEKS ASSIGNMENT
The office of the Danish Refugee Council-Central Equatoria State, South Sudan (with operations in Yei, Lainya and Morobo Counties)is currently looking for a qualified individual candidate as M & E Consultant for a period of 6 weeks.
Background
Danish Refugee Council (DRC) has been present in South Sudan since 2005 with operations in Central Equatoria (Yei, Lainya, Morobo Juba and Terekeka Counties) and inNorthern Bahr El Ghazal . The objective of the Danish Refugee Council’s South Sudan programme is “To support protection and provision of durable solutions on the basis of human rights and humanitarian principles for refugees, IDPs and people returning to South Sudan”.

About the Consultancy
The Monitoring and Evaluation Consultant will be responsible for developing monitoring and evaluation tools for DRC Central Equatoria Operations (Yei, Lainya and Morobo) and training staff in their use. He/she will work closely with Programme Manager , staff and the intern attached to M&E, to improve their ability to measure progress towards objectives, demonstrate impact (positive or unintended negative impact) document the successes of the approaches applied, challenges and lessons learnt from DRCs interventions .
The Consultant will develop and train key staff in the use of a Database developed for storage, analysis and retrieval of programme information.
Main Responsibilities and Duties:
M&E tools development, Training of staff in Data Collection, Training staff in data base management, information retrieval, Analysis and Documentation
Develop monitoring and evaluation tools for DRC CES with a focus on enabling the measurement of progress and tangible positive impacts of DRC’s activities in the lives of refugees, IDPs and host communities. Ensure that M&E data collection tools capture, gender, age , diversity, refugee/returnee/IDP status and protection considerations across all sectors
For each DRC main focus activity, identify key information required and develop tools to collect this data – e.g. Knowledge Attitude Practice (KAP) studies, , focus group discussion topics/question lines , interview question outlinesfor local authorities and individual target beneficiaries (refugees, returnees and IDPs)
Develop, supported by the IT Officer , a database for storing and analysis of monitoring and evaluation data.
Train staff in the collection methodologies that go with the tools
Using the project information (eg objectives and reports), train and supervise staff as they conduct initial Knowledge Attitudes and Practice (KAP) surveys, focus groups and key informant interviews.
Train key staff in data input, retrieval and analysis as well as report preparation. Help them to produce initial report as a training exercise.
Keep Programme Manager informed of any challenges encountered that require additional efforts and/or may impact information collection, data management.
Report on lessons learned through the consultancy re any strategies, methodologies, that can be promoted in the future and replicated for related projects
Management and reporting
Develop weekly work plans and report to the Programme Manager weekly on the progress
Ensure staff have enough knowledge to manage the operational database for M & E data collection, analysis and retrieval by the end of contract through testing competency at the end of the consultancy period.

Help staff establish a schedule of when each tool needs to be rolled out to ensure timely collection and analysis
Submit a final report on these TOR with clear recommendations for future DRC M &E work
Qualifications
A Minimum of Bachelors Degree in Social Science, Anthropology, Development studies, or related field experience plus specific courses in social research techniques
At least 3 years of practical research experience and/or implementing impact monitoring and evaluation activities- Including Participatory M&E training, data collection and analysis

Proven knowledge of computer applications and competencies in database development .
English is required, and ability to write reports in English is essential. Knowledge of Bari and/or Juba Arabic would be an advantage.
Ability to travel to field locations and other DRC field offices, is required
Conditions
Direct Supervisor: Programme Manager , CES
Location: Yei , South Sudan with frequent travels and stays within the field of intervention
Availability: As soon as possible, not later than August 1, 2011.
Contract: 6 weeks contract inclusive of final submission of final report
Basic Accommodation and meals shall be provided to the consultant at the DRC Compound, in Yei.
DRC shall provide transport for all travels within its programme area during the official service/working hours.
