Background
DAI/ECI seeks an Institutional Development and Change Manager (IDCM) to provide technical expertise to the “Support to the Agriculture Sector Performance Enhancement programme (PEP)” in Zambia for a period of 42 months based in Lusaka.
The IDCM will prepare senior and mid-career Zambian professionals in the Ministry of Agriculture and the Ministry of Livestock to assume leadership roles in line with the agenda of the Government of Zambia. The consultant’s focus will be to build the capacity of counterparts in the areas of policy formulation and management. The project will also work with on the Comprehensive Africa Agriculture Development Program (CAADP), an African owned and led initiative working to boost agricultural productivity on the continent.
Responsibilities
- Conduct human resource and institutional capacity needs assessment in each of the two ministries to develop areas of capacity support in pertinent program areas.
- Lead and manage capacity building activities to professionals in the agriculture, food security, nutrition and related areas.
- Oversee and approve the development and implementation of the task work plans, training plans, and results monitoring plans.
- Oversee teams of international and local short-term technical assistance in a variety of technical areas.
- Serve as liaison with EU, public and private institutions, national and regional stakeholders in developing training plans and coordinating capacity building and training activities.
- Act as liaison with the parent organization’s pool of technical experts who can be called upon to add value in their respective areas of technical expertise.
- Facilitate professional networks between ministry officials and other stakeholders nationally and regionally.
- Create and manage a knowledge sharing system that will capture lessons learnt during the 42-month period. These lessons will inform future EU programming in this area.
Qualifications
- Minimum 8 years experience managing multi-sectoral technical assistance and capacity building programs, with relevant experience in public sector training programs.
- Technical knowledge and experience in best practices in public and private sector strengthening, business and producer association development.
- Ideally technical knowledge of key sectors including agriculture, food security, nutrition and additional relevant areas such as agricultural research capacity.
- Proven track record of successful EU project management experience, seasoned diplomatic and representational skills.
- Regional experience in Southern Africa preferred.
- English fluency is required.
