LOCATION: Khartoum, SUDAN
PURPOSE: UMCOR NGO seeks candidates for a Head of Mission (HOM) for its Country office covering Darfur and Khartoum in the Sudan. The Head of Mission’s primary responsibility is to provide overall leadership for the Sudan operations and coordinating a team of expatriates. The Head of Mission for UMCOR Sudan reports to the Executive Director of UMCOR-NGO. The position is based in Khartoum and has an accompanied status. This contract is for a period of twelve (12) months.
ESSENTIAL FUNCTIONS:
Central to the position will be the establishment and development of relations with donors, NGOs, UN and government offices and other stake-holders. The Head of Mission will develop and manage current and future programs focusing on but not limited to food and non food distribution, agriculture, public health, community development, reconstruction, water and sanitation, and capacity building. The candidate should have experience with cross-sectoral programming and leadership for managing operations and human resources.
• Initiate new program development;
• Represent UMCOR and maintain relations with donors and in-country authorities;
• Design, prepare and negotiate project proposals and budgets;
• Oversee all aspects of office, including administration, project management and implementation;
• Develop a strategy and visibility plan for UMCOR’s work;
• Strengthen staff capacity through team-building and staff development;
• Communicate with HQ as needed on all aspects of program and compliance; and
• Be responsible for field office personnel management. Monitor developments throughout the region with the view of expanding programs.
QUALIFICATIONS and Professional Experience: • Master’s Degree in International Relations or related field and at least 5 years experience working with relief/transition/ development programs with field experience;
• Strong working experience in economic development issues/approaches, capacity building, vocational training, shelter/revitalization and food security;
• Experience in working with US Government, European, bi-lateral, and other international donors from a grants management and program implementation are required;
• Excellent written and oral communication skills in English required;
• Strong networking, management and financial skills required;
• Experience in working in insecure environments (preferably in Africa) is essential;
• Experience in working with faith based organizations is a plus; and
• Prior experience in Africa highly desirable.
