Background The United Nations Office on Drugs and Crime (UNODC) Counter Piracy Programme aims to develop the capacity of the Seychelles and other countries in the region to prosecute suspected pirates arrested by their own law enforcement authorities or transferred from authorities of other states.
The project is a response to the increase in piracy incidents in the Horn of Africa and the coast of East Africa and the significant number of pirates now in custody in Kenya and the Seychelles.
UN Security Council (SC) resolution 1816 (2008) allows foreign ships to take action within the territorial waters of Somalia to repress piracy and armed robbery against ships, in a manner consistent with such action permitted on the high seas with respect to piracy under relevant international law. They have lead to a significant number of arrests of suspected pirates both by states in the region as well as by warships from states beyond the region. For legal, logistical and cultural reasons the preference of most states is for suspected pirates to be tried in the region and the UNODC programme aims to improve the capacity of states that are willing and able to prosecute, to do so.
Duties and Responsibilities The purpose of the assignment is for the consultant to advise the Seychelles government on how to effectively re-structure elements within the Seychelles Police Force, thereby enhancing its investigative and forensic capabilities. The assignment includes the development of new policing structures, where needed, and assisting in the implementation thereof through advice and mentoring.
SPECIFIC TASKS
- Conduct an assessment of current policing structures and capacity and suggest actions and strategies to improve these structures and enhance the forensic and investigative capacity.
- Develop a plan to streamline existing policing structures; and assist in implementing such a plan, if approved;
- Support the establishment and capacity building of a proposed new criminal investigation and forensic department including development of its mandate, structure and operational practices;
- Provide advisory services and technical expertise to the Seychelles government on the prevention, detection and prosecution of cases of national priority crimes including, but not limited to piracy investigations;
- Carry out other tasks as required by the Programme Co-ordinator.
EXPECTED TANGIBLE AND MEASUREABLE OUTPUTS The consultant will:
By 30st September 2011 - Conduct an assessment of current policing structures and capacity;
- Provide a report detailing the findings of the assessment, including recommendations and solutions to identified problem areas;
By 15th October 2011 - Develop a plan and strategy (based on the above report), in consultation with the Seychelles government to implement the said changes and recommendations;
From 30th October 2011 to conclusion of contract - Assist in the implementation of an agreed upon plan and strategy;
- Provide continuous advice and mentoring to the commanders of the envisaged new structures.
At the conclusion of the contract period:
- Provide the Programme Co-ordinator and with a summary report of activities conducted by the consultant, including successes, failures and recommendations for future actions, with a focus on sustainability of any implemented changes.
The consultant will work under UNODC supervision and regular liaison with the Programme Coordinator in Nairobi is required.
Required Selection Criteria
- Strong interpersonal and communication skills including demonstrated tact in assisting governments in identifying shortfalls in police forensic and investigative services;
- Good computer literacy;
- Excellent managerial skills;

- Excellent drafting skills;
- Excellent strategic planning skills
Academic Qualifications/Experience/Language
- Professional qualifications in Police Administration
- Training in forensic investigation, criminal law, criminal procedures and investigative Psychology.
- At least 10 years crime investigation experience, specifically of serious crime;
- Experience in international crime investigation and liaising with foreign law enforcement;
- Experience in working closely with senior government officials (ministerial level or higher);
- Experience at the highest echelons of national police management, specifically in the investigative field;
- Experience in the assessment of police;
- Experience in establishing, developing, and administrating specialised investigative law enforcement directorates/agencies;
- A broad understanding of the piracy situation in the East African and Indian Ocean Islands region
- Fluency in the English language;
