About ICCO ICCO has been involved in supporting civil society and structural development in DR Congo, Rwanda and Burundi for many years. ‘Conflict transformation & democratisation’ is the programmatic focal point of ICCO & Kerk in Actie. This is based on the assessment that Conflicts within these 3 countries are interconnected and must be tackled on a holistic way. Access to basic services and economic development will improve the opportunities of our partners (churches, church organisations and other civil society organisations) to contribute to pacification & reconciliation as well as the development of the people in these countries. Access to basic services and market chain development are more tangible and complementary strategy towards peace building.
ICCO & Kerk in Actie ICCO is the Interchurch Organisation for Development Co-operation. Kerk in Actie is the diaconal office of the Protestant Church in the Netherlands. ICCO and Kerk in Actie combine their knowledge, resources and policies so as to more efficiently and effectively operate with partners in developing countries. Together they provide financial support and advice to local organisations and networks working on improving access to basic services, stimulating sustainable economic development and advancing peace and democracy. We work with social organisations including development organisations, educational institutions and also with businesses. We work in Africa, Latin America and Asia.
ICCO encourages its partners to co-operate towards a common goal in a shared programme. A large part of the organisation has been decentralised to regional offices and responsibilities are being increasingly shared with people and organisations in the South. These three change processes are called ‘ProCoDe’: Programmatic Approach, Co-responsibility and De-centralisation.
The Great Lakes Region is part of the Central and Eastern Region (CEA) which consists of Burundi, DR Congo, Ethiopia, Kenya, Rwanda, Sudan and Uganda. The CEA regional main office is located in Kampala, with one sub-office in Juba (South Sudan) and a second one in Bukavu (Eastern DRC). The Bukavu office, named Great Lakes Office, covers Burundi, Rwanda & DR Congo.
ICCO’s policy in the Great Lakes is to support partners with focus on the following programmes:
- Conflict Transformation and Democratisation (CT&D): Land Rights, Human Rights, Civic Education, peace building & reconciliation, fight against gender based violence,
- Access to Basic Services (ABS): food and nutrition security including water and sanitation,
- Fair and Sustainable Economic Development (FSED): rural entrepreneurship, value chains development (VCD).
The Country Programme Manager has the responsibility to manage the ICCO sub-office, where programmes are financed with back-donor funding (e.g. UNHCR, UNICEF, Dutch Embassy) and with ICCO & Kerk in Actie funds. As from January 2011 the office employs 16 staff members, including 2 Program Officers.

Job Requirements
* At least 5 years of management experience (as team leader or director of an organisation) preferably in Central/East of Africa.
* Experience in external institutional fundraising from back-donors, such as the European Commission and United Nations-administered Funds, is a prerequisite.
* A people-oriented management style, the ability to manage and further build a team composed of national and international staff with different backgrounds, and to create and maintain teamwork.
* Learning attitude; able to translate lessons from the past into positive change.
* Excellent networking and communication skills, political sensitivity and diplomacy.
* Experience with community based and gender sensitive strategies.
* Professional background in Conflict Transformation & Democratisation (CT&D), Economic development and/or Access to Basic Services (ABS) Programmes is an advantage.
* Ability to work and live under basic conditions in Bukavu, where security needs continuous monitoring, with frequent travel to the field.
* Fluency in French and English (in speech and in writing)
